The Central African Republic (CAR) is currently experiencing an increase in violence against civilians and a slide toward instability, while attempts to find a solution through a political process have stalled. Despite efforts to strengthen state authority outside Bangui, the state is not present in most of the country, and Central Africans do not trust their government to represent them or the UN Multidimensional Integrated Stabilization Mission in CAR (MINUSCA) to protect them.
In anticipation of the expected renewal of MINUSCA’s mandate in November 2017, the International Peace Institute (IPI), the Stimson Center, and Security Council Report co-organized a workshop on October 3, 2017, to help member states and UN develop a shared understanding and common strategic assessment of the situation on the ground in CAR. This workshop was the sixth in a series analyzing how UN policies and the June 2015 recommendations of the High-Level Independent Panel on Peace Operations (HIPPO) can be applied to country-specific contexts.
Participants suggested that, when reviewing MINUSCA’s mandate, the Security Council should prioritize the protection of civilians and increase MINUSCA’s troop ceiling. It should also articulate a clearer role for MINUSCA in the political process, strengthen support to local peace capacities, encourage the mission to make more strategic use of its mandate to adopt urgent temporary measures, strengthen the mission’s efforts on security sector reform, and redefine the mission’s role in promoting inclusive and representative state institutions.

Der Bundestag wird bekanntlich immer auf vier Jahre gewählt (Art. 39 Abs. 1 GG). Seine Wahlperiode endet mit dem Zusammentritt eines neuen Bundestages. Und der muss spätestens am 30. Tag nach der Bundestagswahl erfolgen (Art. 39 Abs. 1 und 2 GG). Dieser 30. Tag ist der morgige Dienstag, 24. Oktober 2017. Dann endet auch das Amt des Bundeskanzlers bzw. der Kanzlerin oder der Bundesminister/Bundesministerinnen (Art. 69 Abs. 2 GG). Eigentlich wählt der Bundestag dann auch den neuen Bundeskanzler bzw. die Kanzlerin (Art. 63 GG). Weil aber überhaupt noch nicht klar ist, ob die Gespräche zwischen Union, FDP und Grünen erfolgreich verlaufen und noch andauern werden, ist die Frage: Wer regiert uns denn ab morgen? Oder sind wir gar führungslos? Entwarnung: Es machen erst einmal die „Alten“ weiter, also die Bundeskanzlerin und die bisherigen Ministerinnen und Minister. Denn Art. 69 Abs. 3 GG bestimmt: „Auf Ersuchen des Bundespräsidenten ist der Bundeskanzler, auf Ersuchen des Bundeskanzlers oder des Bundespräsidenten ein Bundesminister verpflichtet, die Geschäfte bis zur Ernennung seines Nachfolgers weiterzuführen.“ Und der bzw. die stehen ja noch nicht fest. Wir haben also erst Mal eine geschäftsführende Kanzlerin und geschäftsführende Ministerinnen und Minister.

German and European efforts to reduce irregular migration, particularly from sub-Saharan Africa, place a great emphasis on development co-operation. The aim is for this to eliminate as many causes of such migration as possible. This raises questions concerning the interrelation of development and migration. In the academic debate, it is well established that socio-economic development promotes migration rather than reducing it. But this causal relationship is not as clear-cut as the corresponding “migration hump” model suggests. It is evident that migration decisions are also influenced by further factors. It is therefore problematic when policy makers use this apparent evidence to assume stopping development aid will stop migration. The context of migration and development needs to be analysed with an eye towards managing multiple drivers of migration. Donor countries should also utilize development policy approaches that lead to co-operation with African partner states.
