Megjelent a MAHOP Plusz–2.5.1-2025 számú pályázati felhívás tervezete, amely lehetőséget kínál halfeldolgozással foglalkozó mikro-, kis- és középvállalkozások számára akár 400 millió forint vissza nem térítendő támogatás elnyerésére. A támogatás célja többek között a halfeldolgozó üzemek korszerűsítése, az energiahatékonyság javítása és a magas hozzáadott értékű termékek előállításának elősegítése.

Informal “minilateral” coalitions of the willing and interested have long been a feature of peacemaking. Groups of states identified as “friends” of the mediator or a particular peace process and contact groups bringing together interested powers date back to concert diplomacy traditions and proliferated at the end of the Cold War as conflict resolution activity surged. The incidence of such informal mechanisms grew exponentially between 1990 and 2009.

This report assesses how these mechanisms have evolved in the years since 2010 and investigates their place in parallel to the UN’s efforts to mediate internationalized internal conflicts in Libya, Syria, and Yemen; peace processes in the Philippines, Colombia, and Mozambique taking place in relatively benign regional settings, as well as the anomalous case of Venezuela, where efforts toward a peaceful resolution of the political crisis were mired in international divisions; the geopolitically contested contexts of Myanmar and Afghanistan; and the democratic transition and descent into war in Sudan.

The report concludes that groups have the potential to build internal coherence among their members, as well as to elevate public messaging and facilitate information sharing, but they can also become a forum for competition between their members. In this context, the report offers lessons to help those considering whether a group is appropriate. The “right” group structure will depend on the context, and the adage of “form follows function” is critically important. It is key to set realistic expectations and, in some cases, accept that the “right” structure will be no group at all. Successful groups and partnerships all point to the importance of skilled individual mediators committed to working with each other, whether within a group or without an established mechanism. Finally, some contexts may defy attempts to design or deliver a coherent international peace architecture. In these cases, more modest goals related to specific or localized gains and incremental support to conflict parties and other affected communities should be pursued.

Le régime de Kigali et ses relais français soutiennent obstinément contre toutes les avancées historiques et juridiques, que le génocide des Tutsi fut préparé par l’Akazu,  du nom de la hutte dans laquelle, dans l’ancien Rwanda, étaient isolés les lépreux. L’Akazu est présentée par eux comme un cercle clandestin criminel constitué autour de la belle famille du président Habyarimana et dont Protais Zigiranyirazo, dit « Monsieur Z », frère d’Agathe Habyarimana, épouse du président, aurait été le chef. Selon l’histoire officielle rwandaise, ce fut ce petit groupe qui aurait comploté et planifié l’extermination des Tutsi. Voilà pourquoi, depuis 1995, les relais de Kigali en France persécutent médiatiquement et juridiquement Agathe Habyarimana, veuve du président assassiné le 6 avril 1994, exigeant sa mise en examen et son extradition vers le Rwanda.
Or, pour les juristes et pour les historiens l’affaire dite de l’Akazu a été définitivement réglée devant le TPIR (Tribunal pénal international pour le Rwanda). En effet à travers le procès de Protais Zigiranyirazo, dit « Monsieur Z », frère d’Agathe Habyarimana, et présenté comme le chef de ce cercle criminel, procès dans lequel je fus expert, il fut clairement démontré que l’Akazu n’avait jamais existé.
Et pourtant, comme ce procès était censé mettre en évidence le cœur même de la préparation du génocide, le Procureur mit tout son poids pour faire condamner Protais Zigiranyirazo.  Or, cités par M° John Philpot l’avocat canadien de l’accusé, MM. Jean Marie Vianney Nkezabera et Anastase Munyandekwe, tous deux anciens hauts responsables de l’opposition au président Habyarimana, expliquèrent que l’Akazu n’avait jamais existé puisqu’il s’agissait en réalité d’une invention dont ils étaient les deux auteurs et qui était destinée à discréditer l’entourage du président…
A l’issue de leurs témoignages, la thèse de l’Accusation ayant été réduite à néant, le 18 décembre 2008 le jugement de première instance (TPIR-01-73-T) écarta la thèse du complot ourdi par M. Zigiranyirazo et sa belle-famille, l’acquittant du principal chef d’accusation, à savoir d’avoir prémédité le génocide des Tutsi avec Agathe Kanziga épouse du président Habyarimana. Puis, le 16 novembre 2009, devant la Cour d’Appel, M. Zigiranyirazo fut totalement innocenté et immédiatement libéré (TPIR-01-73-T, jugement d’appel rendu contre Protais Ziriganyirazo le 16 novembre 2009).
L’acquittement suivi de la libération de M. Zigiranyirazo aurait normalement dû conduire la justice française à cesser de s’acharner sur Madame Agathe Habyarimana qui était réfugiée en France, puisque le TPIR avait montré qu’elle n’avait aucune responsabilité dans le génocide des Tutsi. Or, c’était compter sans l’acharnement de certains « justiciers », journalistes et historiens.
Enfin, au bout de plusieurs décennies, les juges français chargés du dossier, ont conclu, dans une ordonnance datée de vendredi 16 mai 2025, qu’il « n’existe pas à ce stade d’indices graves et concordants contre Agathe Kanziga (Habyarimana) qu’elle ait pu être complice d’acte de génocide » ou pu « participer à une entente en vue de commettre le génocide ». « Si la rumeur est tenace, elle ne peut faire office de preuve en l’absence d’éléments circonstanciés et concordants ». D’autant plus que les juges ont noté que les témoignages à charge étaient «contradictoires, incohérents, voire mensongers ». 
Cette décision est donc un désaveu cinglant de ceux qui, depuis plusieurs décennies harcèlent Agathe Habyarimana. D’autant plus que, pour les juges, la veuve de l’ancien président assassiné « apparaît non comme autrice du génocide, mais bien comme victime » de l’attentat terroriste du 6 avril 1994 qui a causé la mort de son mari et qui a déclenché le génocide contre la minorité tutsi.
Avec cette Ordonnance, seize années plus tard, la justice française aboutit donc aux mêmes conclusions que le TPIR, à savoir que l’affaire dite de l’Akazu est une manipulation grossière et qu’Agathe Habyarimana a injustement été désignée à la vindicte… Mais cela ne ralentira pas le zèle des « justiciers-épurateurs » dont les divagations seront naturellement reprises avec empressement par nombre de butors de la sous-culture journalistique.

At the EDA Steering Board held in Brussels today, EU Ministers of Defence endorsed the European Defence Agency’s synthesis of projects, actions and proposals for short-term joint acquisitions of defence equipment, in line with the initial list of priority areas set out in the European Council (EUCO) conclusions of 6 March 2025 and the White Paper on European Defence Readiness 2030.  

The EDA synthesis underscores the urgent need to enhance readiness and address critical capability gaps and shortfalls. It offers new lines of actions aligned with the agreed priorities, including restoring superiority in the air domain, strengthening land forces, and enhancing strategic enablers. It also emphasises that long term capability development should not be neglected. 

Ministers provided strategic guidance on how and where EDA can best support Member States in taking the work forward, in the short term and with a view to longer-term capability development projects. This includes more systematic aggregation of demand, harmonisation of requirements, and joint procurement. 

This was the first EDA Ministerial Steering Board chaired by the EU High Representative for Foreign Affairs and Security Policy, Kaja Kallas, in her capacity as Head of the European Defence Agency. It also marked the first Steering Board of André Denk as the Agency’s new Chief Executive. 

Éppen kilenc évvel ezelőtt került ki az Air Base blogra a zánkai haditechnikai parkról írt bejegyzésem. A Lom Praha CLV egyik első L-39NG gépe, a 0478-as a statikuson. A repülőprogramban sajnos nem vett részt.

Az integrâl szárnytartâlyos új szárnnyal ellátott (szâmunkra többszörösen is ismerős) 6073-as céges gép, immár mint L-159T2X "prototípus", az első NG-t idéző festéssel. Egyik nálunk tett látogatásakor az átalakítása (pl. "nedves szárny") már megvolt, de új festését még nem kapta meg.

A L-39NG által a LOM Praha CLV-nél leváltandó L-39C-k egyike, a 0103-as a típus egyik első példánya volt, melyet 1974-ben megkapott a Csehszlovák Légierő.

Zavarbaejtően sok típusjelölés is fel kell sorolni itt: APR-39 rararbesugárzásjelző antenna, AN/AAR-47 kombinált rakétaindítás- és lézerbesugárzásjelző, M197 háromcsövű 20 milliméteres gépágyú elforgatható toronyban, az AN/AAQ-30 TSS szenzortorony, AN/ALE-47 megtévesztő töltet kivető, de kikandikál a LAU-69-es rakétablokk is. Meghirdetésre került a fiatal mezőgazdasági termelők elindulását és beruházásait támogató pályázat, amely a generációs megújulást és a vidéki gazdaság megerősítését szolgálja. A támogatás formája vissza nem térítendő, és két célterület keretében igényelhető: az induló fiatal gazdák akár 14,6 millió forintot, míg a beruházásokat megvalósító fiatal termelők legalább 10,5 millió, legfeljebb 75 millió forint támogatásra pályázhatnak.

Kistelepüléseken működő élelmiszer- és hentesüzletek támogatására nílik lehetőség a Magyar Falu Program keretében. A pályázat célja a mindennapi ellátást biztosító kisboltok fennmaradásának segítése az 5000 fő alatti lakosságszámú településeken. Az elnyerhető támogatás összege üzletenként minimum 1 millió, maximum 3 millió forint, amely teljes egészében vissza nem térítendő, 100%-os támogatási intenzitású költségvetési támogatásként kerül kifizetésre.

Radio remains the most popular medium of communication in many countries where UN peacekeeping operations are deployed, and several missions have leveraged UN radio stations to communicate with local populations. UN strategic communications via radio can help reduce violence against civilians, both during and after armed conflict. This protective effect of UN radio is evident even in areas where no UN military peacekeepers are deployed.

This issue brief examines the protective impact of UN radio and the mechanisms through which strategic communications by peacekeepers may reduce violence. It identifies four main pathways: building trust in the mission and enhancing cooperation with peacekeepers’ protection activities; filling gaps in reliable information that might otherwise be filled by misinformation that incites violence; fostering pro-peace behavioral change among ordinary civilians; and incentivizing rank-and-file combatants to exercise restraint. The brief also argues that messages are more effective when they are perceived as accurate and informative by local audiences.

As the UN seeks to enhance strategic communications in peacekeeping operations, it must carefully manage several trade-offs. These include trade-offs between empowering civilians vs. exposing them to risk; ensuring that messaging is coherent vs. tailoring it to the local context; sustaining independent media vs. promoting national ownership; and expanding access to data vs. maintaining security and host-state consent.

UN police (UNPOL) have long contributed to protection of civilians (POC) mandates, yet their role remains underexamined and often undervalued. As UN peace operations shift toward more flexible, lighter-footprint mission models and increasingly emphasizes regional partnerships, preventive approaches, and people-centered security, UNPOL could take on an expanded role. This could include greater involvement of UNPOL in addressing emerging protection threats related to urban violence, transnational crime, and cyber-related risks. However, future POC strategies must balance UNPOL’s strengths with other security tools to align expectations with capacity.

This issue brief examines UNPOL’s contributions to POC, focusing on their recent experience, emerging functions during mission transitions, and potential place in future models for peace operations. It highlights how UNPOL have played a vital role in reducing violence, engaging communities, supporting host-state law enforcement, and sustaining protection efforts during mission drawdowns. However, persistent challenges—including coordination gaps, militarization trends, limited data on effectiveness, and political constraints—continue to restrict their impact.

To make UNPOL’s contributions to POC more effective, the UN needs to focus more on police in high-level policy discussions, improve coordination across the rule-of-law sector, and strengthen data collection to assess the impact of UNPOL efforts. As peace operations adapt to evolving challenges, ensuring that UNPOL are properly resourced and embedded within mission planning will be key to realizing their full potential in protecting civilians.

French Touch, a team of innovators and military personnel from France, won first place on 15 May at the European Defence Innovation Days’ first ‘Makeathon,’ a competition for unmanned ground vehicles. The winners were awarded €10,000 in prize money. 

The competition, organised by the European Defence Agency (EDA) with support from the Polish Ministry of Defence, was structured to include a spending cap of €25,000 and a weight limit of 75kg on each robot’s development. The competition aims to foster cooperation, cross-border knowledge sharing and to cultivate a mindset of continuous innovation.  

The Makeathon focused on three main tasks: logistics, object recognition, and chemical, biological, radiological and nuclear (CBRN) sample collection. Judges tested the teams on their technical performance and autonomy around a course set out in a field next to the European Defence Innovation Days’ exhibition centre in Krakow, Poland. Points were awarded based on task completion. Tasks included monitoring a simulated gas leak and testing water quality, and correctly identifying military targets. 

"You built machines, yes. But you also built bridges between military and civilian worlds," said Nathalie Guichard, EDA's Director of Research, Technology and Innovation, as she presented the prize.

French Touch developed a robot over two months using in-house design and manufacturing. Like all of the teams, the ground vehicle included a robotic arm, sensors and a camera for AI recognition. The team, which included members from French military AI specialists AMIAD, French procurement agency DGA, and the navy and air force, built the system from scratch. They used CNC-machined aluminium parts for the red, white, and blue robot, weighing under 50 kg. It was powered by four 1,000-watt motors and used for block delivery and water pH analysis. 

Poland’s Impuls team came second with a 38 kg rover made from polyamide composites. Built by students from the Kielce University of Technology, the robot used cameras and AI for semi-autonomous operation. The team focused on improving coordination and machine control. 

 

Third place went to another Polish team, the Legendary Rover Team, affiliated with Rzeszow University of Technology. Known for participating in Mars rover contests, the team upgraded its previous design with a new manipulator arm, wheel system and an electric drive.  

Dutch team DykstrAV, supported by robotics company Avular and formed by students from multiple universities, placed fourth. Their robot featured a modular design with a black-box electronic unit. Despite early navigation issues, the robot completed two of the three tasks using a mix of autonomous functions and manual control. 

Ukraine continues to prioritise rapid innovation on the battlefield and is ready to share further knowledge with the European Union, Deputy Defence Minister Valerii Churkin told attendees at the European Defence Innovation Days event in Poland on 14 May 2025. 

“To innovate fast, you have to be as close as possible to the frontline,” Churkin said at the start of the three-day event in Krakow. “So that's why we're asking you to join Ukraine, come to Ukraine, develop with Ukrainian companies, establish joint ventures.” Twelve Ukrainian companies were among the nearly 90 exhibitors that filled the hall at the European Defence Innovation Days. 

Newly appointed EDA Chief Executive André Denk opened the event by saying that the European Defence Innovation Days is not just a conference but a platform to “connect and match bold ideas with bold action.” 

Since 2014, and especially after Russia's full-scale invasion in 2022, Ukraine’s Armed Forces have seen engineers, software developers, and business analysts join their ranks. These professionals have helped foster a bottom-up innovation culture, with most combat brigades now operating their own workshops to design and produce battlefield solutions. 

“What accelerates innovation is the existential threat. When your life depends on it, you develop so much faster,” Churkin said. Ukrainian units have established direct links between the front line and engineers, enabling faster prototyping and iteration of military technologies.  

To coordinate this rapid development, Ukraine has launched digital platforms such as Iron Bench, which connect private sector developers with military end-users. These systems provide near-instant feedback on battlefield tools and tactics, encouraging agile development. 

However, challenges persist. Chief among them is standardisation. Ukrainian forces employ a patchwork of Western and domestic technologies, which often lack compatibility in terms of frequency, command protocols, and user interfaces. 

“We’re now working on unified interfaces and protocols for drones and other systems to ensure our integration,” Churkin said. 

Senior European officials, defence experts, and industry representatives gathered in Kraków on 14 May for the European Defence Innovation Days. Drawing over 1,000 delegates from across Europe, the biannual forum is an initiative of the European Defence Agency (EDA), with support from the Polish Presidency of the Council of the EU in this third edition. Attendees also included military personnel, as well as researchers and investors from across Europe. 

Newly appointed EDA Chief Executive André Denk opened the three-day gathering by stressing that the European Defence Innovation Days was not just a conference but a platform to “connect and match bold ideas with bold action.” 

“In an era of great power competition and rapid technological advances — where speed often means strategic advantage — we cannot afford to fall behind,” Denk said. “The reason we are gathered here is one: to accelerate capability-driven innovation, ensuring that the best ideas don’t get stuck in the lab, but are translated into capabilities,” he said. 

The defence community must break down silos, connect the military with innovators, bridge the gap between the public and private sectors, cultivate a defence innovation mindset, and inspire cross-generational collaboration, delegates said. 

“We need to adapt to the changing environment,” said Marcin Gorka, Director of the Department of Innovation at Poland’s Ministry of National Defence. “The way we are developing capabilities ... is very static. We need to be able to change from talking about our specific requirements to talking about the operational challenges we need to address.” 

The event showcased Ukraine as a case study in rapid innovation under extreme conditions, with the participation in Krakow of Ukraine’s Deputy Minister of Defence Valerii Churkin.  

Ukraine's advantage has not just been in the technology it has reduced, but in its ability to regularly outpace Russia in the innovation cycle, said Kaja Kallas, Head of the European Defence Agency, in her role as High Representative of the Union for Foreign Affairs and Security Policy. “Ukraine's experience underlines what you can do when you get everyone working together,” Kallas said during a video message to the conference. 

The event also aims to underscore EDA’s own role in fostering innovation. HEDI — the Hub for EU Defence Innovation — is the Agency’s platform to ensure ideas can become deployable capabilities. The European Defence Innovation Days features a live exhibition with almost 90 stands. Highlights include mock-ups of soon-to-launch satellites and Ukrainian combat robotics. There are two new features this year: a competition known as a makethon for Unmanned Ground Vehicles, and a start-up pitching competition, offering €10,000 and €15,000 prizes, respectively.

Egy panamai zászló alatti teherhajó, a Sounion sietett a három hajótörött segítségére a vészjelzés fogadása után és vette őket a fedélzetre, a pórul járt felfújható, háromgerincű vízi alkalmatosságot pedig Chilébe vontatta. L’essor fulgurant de l’intelligence artificielle et l’urgence climatique sont les deux grandes transformations du XXIe siècle. Longtemps parallèles, elles convergent aujourd’hui dans un contexte de tension inédite : si l’IA est perçue comme un levier pour accélérer la transition écologique – optimisation énergétique, préservation de la biodiversité, anticipation des risques – elle soulève également des inquiétudes quant à sa consommation de ressources. 

Les usages concrets de l’IA au service de l’environnement

À l’occasion du Club Choiseul Innovation, le 14 mai 2025, l’Institut Choiseul a révélé un nouveau Briefing consacré à la convergence inédite entre technologie et environnement : gains d’efficacité énergétique, réduction des émissions, préservation de la biodiversité, anticipation des risques… Les cas d’usage se multiplient à mesure que les innovations s’intensifient.

En particulier et concernant l’IA, elle ne représentait encore qu’environ 0,03 % de la consommation énergétique mondiale d’après le CESE. Cependant, force est de constater que les recherches via la plateforme ChatGPT consomment 10 fois plus d’énergie par rapport à une recherche équivalente, selon Google.

La France mise sur une IA frugale et responsable

Face à ce paradoxe, la France cherche à concilier performance technologique et sobriété environnementale. Le Plan IA (10 Mds €) et la Stratégie nationale pour l’intelligence artificielle (1,8 puis 1,5 Md €) placent désormais la frugalité numérique au cœur des priorités. Le concept d’IA frugale, structuré par un référentiel public, vise à réduire l’empreinte carbone des systèmes intelligents tout en maintenant leur efficacité. Dans ce paysage, les Greentechs françaises, dont le nombre a presque triplé entre 2021 et 2023, incarnent cette dynamique d’innovation au service du climat.

Un levier stratégique à encadrer collectivement

L’IA s’impose comme un atout essentiel pour relever les défis environnementaux actuels. Son potentiel en matière de prévision climatique, d’optimisation énergétique ou de préservation de la biodiversité est immense. Mais son développement doit être maîtrisé. À travers le concept d’IA frugale et le soutien des politiques publiques, la France peut devenir une référence en matière de sobriété numérique. La transition écologique passera ainsi par un écosystème vertueux, alliant innovation technologique, encadrement institutionnel et engagement sociétal.

A KAP „Szarvasmarha-, juh- és kecsketartó telepek járványvédelmi rendszereinek fejlesztése” című pályázata keretében várhatóan akár 30 millió forint támogatás is igényelhető, többek között járványvédelmi eszközök beszerzésére, valamint építéssel járó védekezési tevékenységek megvalósítására.

Ma Zágráb-Plesón bemutatták az áprilisban teljessé (10+2) vált "kockás" Rafale flottát, melyet délnyugati szomszédunk izraeli-amerikai F-16-os fiaskója után vett használtan Franciaországtól.

A Krilja Oluje Pilatusai mellett az új, F3R változatú harcigép-sor.

Hidden in plain sight. Kanadai Hercules Zágrábból a lengyelországi Rzeszów-ba igyekszik, nyilván Ukarajnának szánt szállítmánnyal.

A gép útvonala.

A Zágrábtól északra fekvő Medvednica-hegység csúcsához, a Sljeméhez közel található Horvátország egyik AN/FPS-117(E)1T gerincradarja és egy időjárásradar.

A zágrábi Mirogoj-temetőben található Rudolf Peresin emlékműve, aki 1991 az első jugoszláv pilóta volt, aki MiG-21-esével Ausztriába szökve átâllt a horvát oldalra. 1995-ben esett el a nyugat-krajinai Villámlás művelet során, szintén egy 21-est repülve, melyet lelőtt a szerb légvédelem.

Ez már a pilóta emlékműve szülőfalujában, Gornja Stubnicában.

A MiG-21bisz és T-33 emlékmű a Csázma melletti Grabovnica "partizán-repülőterén".

A háború után mezőgazdasági célra használt repülőtér aszfalt burkolatú pályájának maradványa.

Friss kormánydöntés értelmében nagyszabású, tízéves templomfelújítási program indul 2025-ben a Magyar Falu Program részeként 100% támogatással.  A cél a vidéki templomok megőrzése és korszerűsítése az 5.000 fő alatti településeken.

1864 május kilencedikén nyugodt nap virradt a Helgoland melletti vizekre. Derűs, napos idő volt, enyhe délkeleti széllel. A dánok nem sokkal délelőtt tíz után vették észre a feléjük közeledő hajókat, míg az osztrák zászlóshajón Tegetthoff-nak valamivel később jelentették a láthatáron megpillantott füstfelhőt. Mindkét parancsnok olyan értelmű utasításokat kapott, azonos erejű vagy gyengébb ellenféllel szemben vállalja az ütközetet, így mindkét oldal el volt szánva a harcra, s egyikük sem próbált kitérni a másik elől. A dán hajók felvonták a hadilobogót, az osztrák és porosz hajók pedig a kis lobogódíszt, vagyis minden árbocra felhúzták tengerészetük zászlaját. A két flotta még messze volt egymástól, így mindegyiknél ebédelni küldték a legénységet.

Miután közel azonos erők közeledtek egymáshoz, mindkét fél jó esélyt látott a győzelemre. A dánok Cuxhaventől akarták elszigetelni az ellenséges hajókat, azok pedig a dánok és Helgoland közé akartak állni. Az angol Aurora fregatt Helgoland déli partjai mellett horgonyzott, legénysége nagy érdeklődéssel figyelte a kibontakozóban levő ütközetet. A szigeten is gyülekezett a nézőközönség, a lakosság a parti sziklákról és a háztetőkről követte az eseményeket.
