The past year has seen significant progress in Mali, with the signing of a peace agreement in June 2015 and the ensuing decrease in violence between the signatory parties. These achievements have allowed the UN to shift from prioritizing cease-fire monitoring to focusing its efforts on the implementation of the peace agreement. In the wake of this shift in context, the mandate of the UN’s Multidimensional Integrated Stabilization Mission in Mali (MINUSMA) is expected to be renewed in June 2016.

In light of the challenges faced by MINUSMA and the expected renewal of its mandate, the International Peace Institute (IPI), the Stimson Center, and Security Council Report co-organized a workshop on April 21, 2016, to give member states and UN actors the opportunity to develop a shared understanding of the situation faced by the UN in Mali. This workshop was the first in a series analyzing how UN policies and the June 2015 recommendations of the High-Level Independent Panel on Peace Operations (HIPPO) can be applied to country-specific contexts.

Participants agreed that MINUSMA must first and foremost continue to assist with the implementation of the peace agreement, while also ensuring that the population enjoys peace dividends. It was suggested that the mission’s political strategy focus on pursuing a more inclusive approach, building trust between the parties to the conflict, addressing spoilers and asymmetric threats, balancing between a political and a military approach, developing partnerships, enhancing capabilities, and identifying a completion strategy.

In addition, participants emphasized the importance of prioritization and sequencing to ensure that mandates are realistic and achievable. In the face of existing limitations, it was suggested that MINUSMA could achieve progress in linking the peace agreement’s security and political dimensions, supporting stabilization in the north, prioritizing DDR as part of a long-term strategy, clarifying the protection of civilians mandate, and coming to a joint understanding of what the return of state authority means.

(B2) Très rapidement, les trois principaux pays les plus concernés par le crash de l’avion A320 Airbus d’EgyptAir survenu dans la nuit de mercredi à jeudi (19 mai), ont dépêché sur place des moyens aériens et maritimes, sur la zone supposée du crash, situé entre l’ile grecque de Karpathos et la ville d’Alexandrie. C’est le centre égyptien de coordination, de recherches et de sauvetage en mer (JRCC) qui coordonne les secours, le lieu de l’accident se situant dans la zone de secours égyptienne (lire : Qui coordonne les secours en cas de crash d’avion ? Moyens égyptiens et grecs

L’Egypte a déployé des moyens – avions de reconnaissance – et un navire, comme en témoigne cette vidéo prise sur les liens du crash.

Les forces armées grecques ont déployé dès jeudi un avion C-130 militaire, un avion de reconnaissance aérienne Erieye EMB-145 H. Un autre C-130 fait également en route vers la zone, ainsi que la frégate Nikiforos Fokas et un hélicoptère Super Puma.

Falcon 50, puis Atlantique 2 et le Jacoubet

De son côté, la marine nationale française a mobilisé, dès jeudi matin (19 mai), un avion de surveillance maritime Falcon 50, de la flottille 24F, initialement engagé dans l’opération européenne EUNAVFOR Med Sophia. Il a ensuite été relayé par un avion Atlantique 2 (ou ATL2), qui a décollé de la base d’aéronautique navale de Hyères, au matin de vendredi (20 mai). L’ATL2 a rapidement été « réorienté vers une nouvelle zone » par le centre égyptien de coordination des secours (JRCC).

Un patrouilleur de haute mer, l’Enseigne de vaisseau Jacoubet (F-794), a appareillé, vendredi, du port militaire de Toulon pour rejoindre la zone. A son bord, indique la marine nationale « du matériel et des équipes spécialisées pour les recherches sous-marines d’épave » : un médecin (en plus de l’infirmier du patrouilleur), deux enquêteurs (OPJ) de la gendarmerie maritime et de la gendarmerie de l’air spécialisés et deux marins de la cellule d’expertise de la plongée humaine et de l’intervention sous la mer (CEPHISMER). Il devrait être sur place lundi.

Selon les « besoins exprimés par les autorités égyptiennes, d’autres moyens de la Marine nationale pourraient être envisagés » indique-t-on à Paris.

L’avion Airbus A320 d’EgyptAir (MS804) qui faisait la liaison entre Paris Charles-De-Gaulle et Le Caire a disparu des écrans radar dans la nuit au-dessus de la mer entre la Crète et Alexandrie (Egypte). Il avait à son bord, selon la compagnie, 66 personnes (56 passagers, 7 membres d’équipage et 3 agents de sécurité).

• 1 Belge : Geert Supré, directeur régional de Vanguard Logistics Services.
• 1 Britannique (avec double nationalité australienne) : le docteur Richard Osman, un géologue de 40 ans, qui travaille pour une société minière aurifère. Il était marié à une Française selon The Guardian qui dresse sa biographie.
• 1 Portugais : João Silva, ingénieur civil 62 ans, chef de la Mota-Engil pour les marchés africains, selon José Luis Carneiro, secrétaire d’Etat portugais aux Communautés (comme le rapporte Correio da Manhã).

A delegation of the European Parliament's Subcommittee on Human Rights visited Turkey on 16-18 May 2016. The delegation was led by Marietje Schaake (ALDE, NL), accompanied by Arne Lietz (S&D, DE) and Liliana Rodrigues (S&D, PT). Its main focus was the human rights aspects of the EU-Turkey agreement reached on 18 March to better manage migration flows, as well as the general rule of law situation in Turkey, including the conflict in the South East, freedom of expression and of the media.

Elena Valenciano, Chair of the Subcommittee on Human Rights in the European Parliament, on the human rights situation of the Crimean Tatars:

"Today, as we commemorate the 1944 deportation of the Crimean Tatars by Stalin's totalitarian Soviet Union, we also acknowledge with concern the current increased persecution of this vulnerable minority. The arbitrary arrests, torture in detention and severe restrictions on the rights to peaceful assembly, freedom of expression, religion and belief must stop.
