Study - Forcible transfer and deportation of Ukrainian children: Responses and accountability measures - PE 754.442 - Subcommittee on Human Rights

On 13 November 2023, a workshop was organised on behalf of the Human Rights Subcommittee focusing on the forcible transfer and deportation of Ukrainian children by Russia, which has taken place since 2014 and vastly intensified since the full-scale invasion on 24 February 2022. Ukrainian, EU and third country diplomatic and political efforts to stop the deportations and repatriate children were looked at, along with initiatives by the civil society. The workshop examined the investigations and cases brought before national and international jurisdictions against state actors and individual perpetrators. Challenges on political, legal and practical fronts were scrutinised, leading to recommendations for what the EU could do to help bring the children back. One of the experts shed light on the situation of civilians in the occupied Ukrainian territories more generally. This report brings together the background briefings prepared for the workshop and a summary of the debate with Members, academics, experts from the civil society and EU representatives.

Le Parlement européen veut que toutes les personnes personnes en situation de handicap puissent vivre de manière autonome et pleinement intégrée au sein de nos sociétés.

La première édition de la semaine des droits des personnes personnes en situation de handicap qu'il s'apprête à organiser, du 27 novembre au 4 décembre, permettra d'analyser les initiatives existantes pour protéger et autonomiser les personnes personnes en situation de handicap, ainsi que de réfléchir aux défis qui restent à relever et de concevoir de nouvelles actions.

Plusieurs commissions ont prévu des votes, des débats et des événements portant sur les politiques relatives au handicap.

The discussion will also address the ongoing diplomatic and political efforts to stop deportations and repatriate children, including the political, legal and practical challenges. The workshop will focus on the investigations and cases brought before national and international jurisdictions against state actors and individual perpetrators.


The workshop will take place from 15.00 to 17.00 in the meeting room 3G2 (Brussels)

Highlights - Public hearing on tackling the root causes of migration - Subcommittee on Human Rights

On 25 October, the Subcommittee on Human Rights, in association with the Committee on Civil Liberties, Justice and Home Affairs, will hold a hearing on tackling the root causes of migration, the externalisation of the EU's migration policy and the treatment of refugees and migrants in partner countries in North Africa.

Upholding the values of respect for human rights and international law in the EU external and extraterritorial actions and cooperation in the area of migration has been a priority of the European Parliament for many years. In April 2023, Parliament approved its position on the New Pact on Migration and Asylum. Members will discuss with experts concrete ways to support an inclusive vision of human rights into the EU approach on migration.

This study addresses cross-border restitution claims to looted art, considering Nazi-looted art and colonial takings, but also more recent cultural losses resulting from illicit trafficking. Although these categories differ considerably, commonalties exist. The study highlights blind spots in the legal and policy frameworks and formulates recommendations on how these could be bridged. This study was commissioned by the European Parliament’s Policy Department for Citizens’ Rights and Constitutional Affairs at the request of the JURI Committee.

Highlights - Democracy clause in EU Agreements and instruments: exploring election conditionality - Subcommittee on Human Rights

European Union Election Observation Missions represent a highly visible demonstration of the EU’s commitment in supporting democratisation and respect for human rights. On Monday 9 October, the Subcommittee on Human Rights will hold a workshop with two invited election experts to discuss the increasing trend of legitimising elections which are not conducted in a free and fair manner.
Mr Armin RABITSCH will present his study, commissioned by the Subcommittee, on the possibilities of including electoral conditionality in the EU's relations with third countries. Ms Meaghan FITZGERALD from OSCE/ODHIR will share ODIHR's experience on the implementation of the organisation's standing invitation to observe the elections in its participating states.

The workshop will be held from 17:00-18:00 in room SPAAK 5B001 and will be streamed live.
