Newly released imagery provides the clearest look yet at Castelion’s Blackbeard hypersonic strike weapon mounted on a U.S. Navy F/A-18E/F Super Hornet.

While this is not the first time Blackbeard has been seen on the aircraft, the new material offers a much better view of the weapon and its installation than the image that surfaced during the Tailhook Association symposium in August 2026. That earlier photograph, displayed as part of a Navy presentation, showed two Blackbeard test articles mounted beneath the right wing of a Super Hornet and represented the first public confirmation that physical integration work on the fighter was already underway.
The newly released imagery, showing the missile flying on the Super Hornet, comes as Blackbeard is moving at unusually high speed through the acquisition process.
BlackbeardBlackbeard is an air-launched hypersonic strike weapon developed by California-based Castelion and intended to provide U.S. naval aviation with a relatively inexpensive, long-range weapon capable of attacking both maritime and land targets.
The U.S. Navy describes Blackbeard as a “responsive, long-range, high-speed strike option” for carrier-based aircraft, meant to improve their ability to operate against sophisticated air defenses while increasing the number of long-range weapons that can be fielded.
The F/A-18E/F Super Hornet is the initial air-launched platform for the weapon. The Navy has not publicly detailed exactly when or where the latest imagery was recorded.
In April 2026, Castelion received a 105 million USD Navy contract covering further integration of Blackbeard on the F/A-18, including hardware and software integration, flight testing, system-safety work and airworthiness certification for carrier operations. At the time, the company said the objective was to transition the weapon to Early Operational Capability in 2027.
A low-cost hypersonic weaponOne of the most significant characteristics of Blackbeard is not simply its speed, but the philosophy behind the program.
Castelion has designed the weapon from the outset around large-scale production and comparatively low unit cost, in contrast with the traditionally small inventories and extremely high prices associated with U.S. hypersonic weapon programs.
The company describes Blackbeard as its first low-cost, mass-producible hypersonic strike missile and says the design makes extensive use of vertically integrated propulsion and guidance technologies as well as commercial manufacturing techniques.
Detailed performance figures remain classified; the weapon is described as hypersonic, meaning it is designed to reach speeds above Mach 5.
Rapid transition into productionBlackbeard has moved from development into procurement quite quickly.
In February 2026, the Navy awarded Castelion 49.9 million USD to advance the missile from the prototype stage toward an integrated Early Operational Capability, with that work scheduled to run through November 2027. That was followed by the $105 million F/A-18 integration contract in April.
In June 2026, the Navy placed a 23.4 million USD firm-fixed-price order for 50 Blackbeard Early Operational Capability pre-production prototypes, together with 50 shipping and storage containers. Castelion said the order marked the transition from development and flight testing toward operationally relevant production.
On Aug. 25, another 89.997 million USD award was announced to support the 50 EOC weapons and the transition of Blackbeard toward a formal Navy Program of Record. Interestingly, this work also includes Defense Exportability Features aimed at facilitating potential future sales to U.S. allies and partners.
More recently, on Sept. 14, 2026, Castelion announced a U.S. Navy production delivery order worth up to 200 million USD to manufacture, assemble, test and deliver an initial batch of production Blackbeard weapons. The Navy officially announced the award the following day. Castelion said work under the award will be performed at Project Ranger, the company’s 1,000-acre manufacturing campus in Rio Rancho, New Mexico, and at its facility in Torrance, California.
According to U.S. government contracting information subsequently reported by USNI News, an initial 43.65 million USD order covers 444 Blackbeard All-Up Rounds, an unusually large quantity for a weapon in the hypersonic category.
Blackbeard is being procured by the U.S. Navy as part of the Multi-mission Affordable Capacity Effector (MACE) program, an effort aimed at fielding a comparatively low-cost, long-range strike weapon that can be produced and deployed in much larger numbers than traditional hypersonic systems. The program reflects the Navy’s broader push toward “affordable mass,” with an emphasis on increasing magazine depth and giving carrier-based aircraft a greater number of high-speed standoff weapons for use against both maritime and land targets.
In fact, among the most important lessons learned from the recent conflicts in Ukraine and the Middle East, is the need to keep an eye on the stocks of munitions which can be quickly depleted during sustained operations. As a consequence, it is important to maintain sufficiently deep inventories and to have the industrial capacity to replace expended weapons at speed. Tous les cinq ans, des élections régionales ont lieu dans la République fédérale d’Allemagne pour renouveler les parlements des 16 länder. Ces assemblées jouent un rôle crucial à l’échelle nationale : elles élisent les gouvernements régionaux qui, à leur tour, nomment les représentants siégeant au Conseil fédéral (Bundesrat). Ces scrutins locaux ont donc des retombées politiques majeures sur la Fédération. En septembre 2026, trois élections majeures ont eu lieu : à Saxe-Anhalt, à Mecklembourg-Poméranie-Occidentale et à Berlin, où le parti d’extrême droite Alternative pour l’Allemagne (AfD) est arrivé en tête dans l’État de la Saxe-Anhalt et de Mecklembourg-Poméranie-Occidentale, tandis que le parti de la gauche radicale, Die Linke, a remporté la majorité à Berlin. La poussée de l’extrême droite dans le pays et la percée de la gauche radicale dans la capitale fragilise l’autorité du chancelier allemand Friedrich Merz et son parti, l’Union chrétienne-démocrate (CDU), qui incarne la droite traditionnelle. Quel bilan peut-on dresser des élections qui se sont déroulées dans les différents länder allemands au mois de septembre ?
Les trois dernières élections dans les Länder de Saxe-Anhalt, Mecklembourg-Poméranie et Berlin comportent des points communs et des différences. Les points communs concernent la percée et l’implantation dans la durée du parti d’extrême droite Alternative pour l’Allemagne (AfD), avec des scores très élevés dans les deux premiers cas, soit respectivement 43,8 % et 38,2 %, et un résultat moins imposant dans le troisième cas avec 16,2 %. Dans les trois situations, la progression des scores est impressionnante par rapport aux dernières échéances : +23 %, +21 % et +7 %. Il s’agit donc d’une véritable dynamique. L’autre point commun à ces élections est l’effondrement des grands partis traditionnels qui ont structuré la vie politique allemande depuis la création de la République fédérale en 1949 : l’Union chrétienne-démocrate (CDU) du chancelier Friedrich Merz et le parti social-démocrate (SPD) du vice-chancelier Lars Klingbeil. En Mecklembourg-Poméranie, la situation est tellement dramatique pour la CDU qu’avec 4,9 % elle ne pourra même pas siéger au parlement régional, une première depuis 1949 et même 1946 si l’on prend en considération les premières élections organisées par les Alliés. Sans compter la disparition du parti libéral qui a dans l’histoire souvent servi d’appoint aux grands partis pour former une coalition. Quant aux Verts, ils arrivent à se maintenir avec un score non négligeable, par exemple 14,3 % à Berlin, devançant le SPD.
Les différences sont liées aux résultats obtenus par le SPD et par la gauche radicale Die Linke. Le parti social-démocrate réalise un score très faible en Saxe-Anhalt, soit 9 %, et mauvais à Berlin, soit 12,1 %, capitale longtemps dirigée par cette même formation, avec des personnalités marquantes, comme Willy Brandt et Ernst Reuter. En Mecklembourg-Poméranie, les 35,5 %, bien qu’inférieurs au résultat de l’AfD, doivent beaucoup à la personnalité de la ministre-présidente sortante Manuela Schwesig qui a personnalisé la campagne et n’a pas hésité à critiquer la politique nationale de son propre parti au sein de la grande coalition, notamment en ce qui concerne la réforme des retraites qu’elle juge injuste, d’abord pour les personnes qui ont travaillé au moins 45 ans et ne pourraient plus partir en retraite à 63 ans. D’ailleurs, ce point fait partie des sujets qu’une partie des parlementaires sociaux-démocrates souhaitent voir rediscuter avec le chancelier. Elle a pu également mettre en avant ses bonnes relations avec les milieux économiques dans un Land, le plus faible économiquement d’Allemagne, qui repense son économie maritime et voit se développer les industries d’armement.
Quant à la situation de Die Linke, elle apparaît paradoxale. Longtemps parti favori dans les Länder de l’Est, dont elle se voyait les défenseurs, elle est maintenant largement dépassée dans cette revendication par l’AfD, ne réalisant que 9 % en Saxe-Anhalt et 6,5 % en Mecklembourg-Poméranie. En revanche à Berlin, elle réalise avec 25,7 % une percée, en étant le parti de la jeunesse puisque 43 % des 16-24 ans ont voté en sa faveur. Avec sa cheffe de file Elif Eralp, fille de réfugiés turcs, qui a mis l’accent sur les difficultés de logement dans la capitale allemande et défendu l’idée d’une politique d’expropriation, elle fait émerger une nouvelle génération de responsables politiques qui devra sans doute faire des compromis pour gouverner. On le voit, le paysage politique allemand est en plein bouleversement et en mutation.
Comment expliquer la percée de l’AfD dans certains Länder ?
Il faut lire le résultat de l’AfD lors de ces dernières élections régionales à deux niveaux. D’une part, il y a une spécificité proprement est-allemande puisque 63 % des Allemands de l’Est se perçoivent comme des « citoyens de seconde classe » et que la convergence économique et sociale entre les deux parties Est et Ouest de l’Allemagne a certes bien avancé depuis l’unification mais connaît depuis plusieurs années un rythme plus lent. En juin 2026, des économistes allemands ont publié une étude au titre évocateur « Le processus de rattrapage est en danger », relevant le manque d’investissements privés et de main-d’œuvre qualifiée qui sont des freins au développement économique. Le produit intérieur brut (PIB) par habitant n’atteint à l’Est que 75 % du niveau de l’Ouest, la productivité par actif 85 % et les investissements en équipements seulement 64 %. En ce qui concerne les revenus, le salaire moyen brut en Allemagne orientale est inférieur de 800 euros à celui de l’Ouest, soit 17 %, alors que la différence entre les niveaux de vie n’est que de 8 %. Ces écarts, qui créent une vraie désillusion, sont l’un des leviers utilisés par l’AfD pour souligner le manque de considération des « partis du système ».
Cela ne suffit pas à expliquer la percée de ce parti qui domine dans les sondages nationaux et réalise aussi des scores importants lors d’élections régionales à l’Ouest, comme dans le Bade Wurtemberg le 8 mars 2026, avec 18,8 %, ou en Rhénanie-Palatinat le 22 mars 2026, avec 19,5 %. Outre un mécontentement fort à l’égard du gouvernement dont seulement 13 % des Allemands approuvent l’action, une lame de fond touche les deux grands partis traditionnels, la CDU et le SPD, qui perdent des électeurs au profit de l’AfD. Le premier perd des électeurs qui jugent la CDU trop « centriste » et insuffisamment engagée sur la question de l’identité. Le second décroche dans les catégories populaires, chez les ouvriers et les employés, qui ne voient plus en lui le parti de la justice sociale. Lors des élections fédérales de 2025, 38 % ouvriers ont voté pour l’AfD contre seulement 12 % pour le SPD. En Saxe-Anhalt, 60 % des ouvriers ont voté pour l’AfD. La question identitaire et la question sociale sont au cœur de cette évolution.
Quelles réactions ces résultats ont-ils suscité auprès de Freidrich Merz et de son parti le CDU ? L’affaiblissement de la CDU pourrait-il aboutir à une rupture progressive du « cordon sanitaire » (Brandmauer) en vue d’envisager une coalition inédite avec l’AfD pour rester au pourvoir ?
Pour Friedrich Merz, le résultat de ces élections régionales constitue un camouflet, lui qui était arrivé à la chancellerie en voulant réduire de moitié le score de l’AfD. Il est affaibli à la fois comme chancelier, donc chef du gouvernement d’une grande coalition, et comme président de la CDU dont une partie de la base a manifesté son mécontentement. Une aile de ce parti, proche du patronat et de tradition libérale, estime que les réformes de l’État providence engagées dans les domaines des retraites et de la santé ne vont pas assez loin, notamment du fait du blocage du SPD, tout comme la réforme fiscale. D’où chez certains l’idée d’un gouvernement minoritaire qui laisserait davantage les coudées franches au chancelier. Quant à l’aile sociale de la CDU, elle revendique davantage de concertation avec les syndicats et une plus grande attention aux personnes les plus défavorisées qui devraient bénéficier de correctifs.
Une partie de la CDU, pour l’instant davantage à l’Est qu’à l’Ouest, commence à douter de la stratégie du « pare-feu », du « cordon sanitaire », mise en place à l’égard de l’AfD. Certains élus locaux de la CDU observent qu’au niveau local il est possible de travailler avec les élus de l’AfD, souvent proches de la population et de ses revendications. D’ailleurs l’opinion publique est partagée au sujet d’une possible coopération avec l’AfD. Dans une enquête d’opinion d’août 2026, 27 % des Allemands se sont dits favorables à une coopération avec l’AfD, 32 % approuvent une coopération avec l’AfD « au cas par cas » et 37 % rejettent toute forme de coopération, tandis que le reste est indécis. On peut noter que 48 % des sympathisants de la CDU sont favorables à une coopération avec l’AfD « au cas par cas », ce qui montre que les lignes à ce sujet sont en train de bouger. Cette dimension est explosive pour la CDU et risque de fracturer le parti.

Shortly after 8:30 am, a catastrophic avalanche of glacial ice and bedrock roughly two square kilometres in size plunged thousands of metres into the river below, triggering a lethal flood of water, ice, rock and sediment. Travelling over 200 kilometres from Tibet into Nepal, the raging torrent swept away people, animals, homes, schools, roads, bridges and other key infrastructure.
World Weather Attribution explains that human-caused climate change is thawing permafrost in the Himalayan mountains and causing glaciers to melt, likely destabilising the slopes that triggered this humanitarian and environmental disaster.
At the time of writing, over 1,450 people are confirmed dead and more than 8,000 remain missing, with only a fraction of bodies identified and returned to their families. Nepal’s National Child Rights Council and Save the Children have reported that over 1,000 children are in temporary shelters without any parents, many of whom are dead or missing.
Ranjeeta Silwal explains how Nepal’s floods have put women and girls at greater risk
“While temporary shelters can be life-saving, if they aren’t designed with gender protection considerations from the outset, they can create new risks associated with overcrowding, lack of privacy, separation from family and community support networks, and limited access to confidential mechanisms for reporting violence. Without safe, accessible toilets, adequate lighting, privacy and safe pathways, women and girls may face risks simply when using the toilet or bathing, particularly at night.
“Systems that would normally prevent and respond to violations, like health and social services, police, courts and local communities, may be damaged or inaccessible. When authorities are focused elsewhere or are themselves absent because of disaster, the risk of violence, exploitation and other abuse increases exponentially.
“Women who are pregnant or breastfeeding, women in poverty or from rural communities, those with disabilities, widowed and single women, and women-headed households may face additional barriers in accessing services, facilities and information following natural disasters. Adolescent girls can be especially affected because they have less mobility, less access to information and limited decision-making power.
“We need to ask: who can move safely, who has privacy, who can access food and water, who has information and safety networks? These are not additional considerations; these are basic requirements of a rights-based humanitarian response.
“The emergency doesn’t end when flood water recedes, as the secondary impacts can continue for months, even years. When families lose their house, their income and support networks, women and girls become more exposed and vulnerable to sexual violence, intimate partner violence, sexual exploitation, trafficking and child marriage. We need to understand that protection from gender-based violence must be part of the emergency response; it is not something that can wait until reconstruction begins.”
How does the climate crisis increase the risk of child marriage?
“Nepal has made important legal and policy commitments by raising the legal age of marriage to 20 for both women and men and pledging to end child marriage by 2030. Despite this, child marriage remains an ongoing problem. An Equality Now report on child marriage in South Asia explains how poverty, insecurity and lack of access to education are key factors, and the flood in Nepal has amplified all of these, especially for families who’ve lost their homes, agricultural land, livestock and incomes.
“Climate resilience and ending child marriage cannot be treated as separate agendas. As climate-driven disasters become more frequent and severe, the economic pressures on families can intensify, changing how they view a girl’s future.
“When a family is displaced, or a school is destroyed, returning to education can be extremely difficult. Families who’ve lost everything may be unable to afford transport, uniforms or supplies, and girls may be expected to take on additional domestic and care responsibilities. Parents can see marriage as a way to reduce household costs or provide daughters with perceived economic and physical security.
“Once a girl leaves school, the risk of child marriage, early pregnancy, exploitation, child labour and economic dependence increases. So schooling must be part of emergency responses, with displaced children given access to education as soon as possible. Families need social protection, livelihoods, education, food, housing and other essential support so they don’t turn to child marriage as a coping mechanism.”
What should recovery and reconstruction after the floods look like in Nepal?
“Across South Asia, many women depend on agriculture and natural resources while having less control over land, assets and finance. When natural disasters destroy agricultural land, inequalities deepen. A woman who has lost her livelihood and independent income may become more economically dependent on a partner or other household members, making it far harder to leave an abusive situation or challenge exploitation.
“Recovery should mean more than simply rebuilding what existed before. The first step should be a gender-responsive needs assessment, and plans to restore livelihoods must consider who controls assets and income, and how recovery can strengthen women’s economic security and autonomy. Crucially, recovery policies must be deliberately designed to reach women directly.
“Support can take many forms, including cash assistance, help to restore land and housing documentation, and direct access to compensation, recovery grants, credit and financial services. It should also include skills development, employment opportunities and investment in climate resilience. Unpaid care work is often overlooked, despite increasing significantly following disasters. Women looking after children, older people and injured family members have less time to rebuild their livelihoods, so recovery efforts must address this burden.
“Women and girls are not just victims of climate change. They are also agents of change, knowledge holders and decision-makers. We must ensure women’s meaningful participation in recovery decisions, and they shouldn’t only be consulted on plans that have already been developed. They need meaningful influence over what is rebuilt, where it is rebuilt, and how resources are allocated in the short and long term.”

On 15 September, Norwegian police and security services raided the headquarters of Telenor in Oslo. Authorities accuse the multinational telecoms company, majority owned by the Norwegian state, of aiding and abetting crimes against humanity in Myanmar and breaching sanctions.
Telenor sold its Myanmar subsidiary in March 2022, in the wake of the military coup that ousted the country’s democratically elected government in February 2021. An August 2025 Norwegian Broadcasting Corporation investigation reported that ahead of its exit, Telenor had complied with military requests to hand over customer data. It’s alleged that call log and location data may have helped the military track, capture and kill democracy activists, including campaigner Ko Jimmy, executed in July 2022.
Civil society warned of the dangers when Telenor prepared to sell its subsidiary to a joint venture between a Lebanese group and Thein Win Zaw, a Burmese entrepreneur accused of having close military ties. It has kept up the struggle for accountability. Justice for Myanmar, a covert activist group, worked with the International Commission of Jurists to collect documentary evidence on Telenor’s role and filed police complaints in December 2024 and October 2025.
Telenor is also subject to a lawsuit brought by a group of civil society organisations last October, alleging the company passed on data of over 1,200 people. In addition, the company has been found in breach of the Organisation for Economic Co-operation and Development’s Guidelines for Multinational Enterprises on Responsible Business Conduct.
International complicity
The Telenor case focuses attention on the wider networks of companies and states that are propping up the regime and keeping Myanmar’s civil war going.
Following the coup, almost all states refused to recognise Myanmar’s military rulers and continued to regard the exiled National Unity Government as the country’s legitimate representative. But several authoritarian states have since swung behind the junta. Russia leads the pack, with Vladimir Putin hosting junta leader Min Aung Hlaing for repeat visits in Moscow. China, India, Singapore and Thailand have joined Russia in supplying weapons.
Many Chinese companies collaborate with the regime, among them Geedge Networks, a tech company with close links to the Chinese state that specialises in online surveillance. The company is helping the military install a version of China’s ‘great firewall’ so it can systematically restrict internet use, access users’ data and identify and track down dissenters.
The junta made a concerted effort to gain international legitimacy with a sham election in December 2025 and January 2026. It extensively prepared the ground by replacing the civilian electoral commission with a military-controlled body, banning pro-democracy parties and prohibiting political rallies, ensuring a military puppet party faced only token opposition. A new election law enabled it to criminalise over 300 people for criticising the election. Authorities jailed some merely for liking social media posts and handed 37-year sentences to eight activists for taking part in a protest calling for a boycott. There were also reports of threats to withhold aid from displacement camps unless people voted.
After the military’s party duly won, Min Aung Hlaing transitioned from general to civilian and became president in April. That same month, a group of civil society organisations filed a complaint against him in Indonesia over his role in the 2017 genocide of Rohingya people. Despite this legal action and the election’s evident lack of credibility, an array of non-democratic states including Belarus, China and Russia were happy to endorse the result.
While the Association of Southeast Asian Nations (ASEAN) didn’t recognise the election, its most authoritarian members, Cambodia, Laos and Vietnam, backed it anyway, and the bloc has consistently stuck with its failed Five Point Consensus, a plan agreed with the junta in April 2021 that the military has never respected.
The US government has also shifted its position. In 2025, the Trump administration cut funding to independent Burmese media, lifted sanctions against junta-controlled businesses and arms dealers supplying the regime and removed protections from Burmese refugees living in the USA, citing governance improvements. It treated the junta as a legitimate counterpart by sending it a letter about tariffs. In May, it was revealed the junta gives Roger Stone, a long-time Donald Trump ally, US$50,000 a month to rebuild relations with the USA. Mineral deposits are likely in the Trump administration’s sights.
Civil war continues
The Telenor raid has momentarily brought Myanmar back into the headlines. Its civil war has otherwise gone on for almost five and a half years with little global attention. Sparked by the army’s violent suppression of democracy protests, it pits the military against armed pro-democracy forces, both backed by a variety of ethnic militia. The army controls the main population centres and has recently regained some territory, but there’s no end in sight.
The army has committed numerous crimes against humanity and war crimes. A September 2025 UN report painted a harrowing picture of airstrikes on schools and the destruction of villages. This year, the conflict has escalated across the Magway Region, with the army and associated militia mounting armed assaults on villages, burning homes and using drones to kill civilians, including children.
Recent escalations of conflict have driven further displacement. At the same time, monsoon rains across several regions in July and August caused floods that left villages isolated and increased disease risks. As needs have grown, the healthcare system is collapsing due to military attacks on facilities and workers, while humanitarian aid and vital health supplies are further constrained by military checkpoints, road closures and movement restrictions.
The Telenor case has the potential to challenge impunity. It should refocus the minds of democratic states and companies headquartered in them, offering a warning that they can be exposed for complicity in the junta’s atrocities. It should give fresh impetus to civil society’s efforts to hold states and companies to account. By standing with civil society, in Myanmar and around the world, democratic states can put themselves on the side of human rights and justice.
