Conflict and poverty have a circular relation: violence negatively affects development and vice versa – poverty is often one of the root causes of conflict. The EU has long recognised the need for conflict prevention, resolution and peace building, as well as for addressing the root causes of conflict, which include poverty, weak governance and human rights abuses. The EU increasingly works to better harmonise its security and development objectives, as well as to coordinate its external policy tools in a 'comprehensive approach'. The European Parliament (EP) has welcomed this coordination, while also asking that anti-poverty objectives not be marginalised, and that humanitarian aid not serve political ends. The EU has dedicated financial instruments for promoting peace; they include the African Peace Facility and the Instrument contributing to Security and Peace. The EP has also underscored the need for a long-term engagement with fragile states and for ensuring that women participate in resolving conflicts and building democracy.

The importance of human rights in choosing countries that host large sporting events like the Olympics and the World Cup was debated by DROIT subcommittee and CULT committee in a joint hearing on Wednesday. Different views were expressed by experts from Human Rights Watch, ARD German TV, EOC and FIFA, with some of them criticising the issue of awarding these events to countries with an authoritarian record whilst others defending the procedure followed by sports organisations.

The need for a balance in supply and demand side interventions in the fight against human trafficking was highlighted in a human rights subcommittee hearing on Thursday morning. MEPs debated with Beate Andrees from ILO, Sebastian Boll, from UN-ACT and Markéta Hronková, from La Strada Czech Republic, on the various facets of human trafficking and the EU response.

M. Mukwege, lauréat du prix Sakharov 2014, a décrit les problèmes politiques en République démocratique du Congo et les difficultés qu'il rencontre dans sa lutte contre les abus sexuels dont sont victimes les femmes et les petits enfants, lors d'un débat jeudi en sous-commission des droits de l'homme. Les députés ont abordé la manière dont l'UE pourrait mieux soutenir le travail de M. Mukwege et certains ont appelé à un système juridiquement contraignant sur le commerce des minéraux de conflit.
