  • Lockheed Martin has revealed that they successfully launched a Vector Hawk canister-launched small UAV from their Marlin MK2 autonomous underwater vehicle (AUV). The disclosure was made during the Annual Navy Technology Exercise (ANTX) in August. To transmit the launch command to the Marlin, Lockheed engineers relied on the Submaran, an unmanned surface vehicle (USV) developed by Ocean Aero, as a relay.

Middle East & North Africa

  • It’s been reported that the US State Department has finally cleared the multi-billion sale of fighters to Qatar, Kuwait and Bahrain. Sources told media outlets that US officials have begun to notify lawmakers informally about the sale of 36 Boeing F-15 fighter jets to Qatar valued at around $4 billion, 28 F/A- 18E/F Super Hornets (plus options for 12 more), to Kuwait for around $3 billion, and 17 Lockheed F-16 fighter jets to Bahrain, plus upgrades of up to 20 additional aircraft. The deals will be formally announced once the 40-day informal notification process has ended.

  • Eurofighters purchased by Kuwait will come equipped with Lockheed Martin’s Sniper targeting pod, with 14 more already requested for its F/A-18 legacy Hornets. Deliveries will commence in 2017 for integration. Once fitted, the Eurofighter will become the 9th platform to use Sniper, joining variants of the F-15, F-16, F-18, A-10, B-1, B-52, F-2 and Harrier.

Africa

  • Building is underway by the US military of a $100 million facility for the use of MQ-9 Reaper operations in the region. The news comes less than a year after the announcement was made that Reaper and Predator bases in Ethiopia and Djibouti would be closed. MQ-9s operated from East African bases are used primarily for missions against Islamic insurgents such as al-Shabaab in Somalia and AQAP in Yemen.

Europe

  • Romania has become the latest operator of the F-16 following delivery of the first six from a total of twelve from Portugal. The $203 million deal includes nine F-16AM single-seaters and three F-16BM two-seaters as well as an overhaul of engines; initial logistics support; training of up to nine pilots, 75 technicians, and four mission planers; two years of on-site support; and updating the fleet to operational flight program (OFP) development software M5.2R standard, with support from Lockheed Martin. More F-16s from another NATO member are being sought by Romania who currently operate a fleet of MiG- 21 LanceR aircraft.

Asia Pacific

  • Saab is to pursue Gripen figter sales to the Philippine Air Force, with plans to open an office in Manila by the end of the year. Speaking on the opening day of the Asian Defence and Security 2016 (ADAS 2016) exhibition in Manila, Carl-Erik Leek, Saab’s executive vice-president in the Asia Pacific, said the new office would be the centre of the company’s marketing activities in the country. Current efforts in the country have been coordinated from the company’s regional offices in Thailand.

  • Delivery of the Malaysian Air Force’s fourth and final A400M transport aircraft will happen early next year. The first aircraft was delivered in March 2015, the second came early this year while the third was received in the middle of this year. Gen Tan Sri Roslan Saad told reporters that the latest A400M will come with a software upgrade.

  • Boeing rolled out the first of its 12 P-8A Poseidon aircraft for the Royal Australian Air Force during a ceremony in Seattle. The maritime patrol and surveillance aircraft, based on the design of Boeing’s 737-800 fuselage, will fly to Australia in November. Featuring a weapons bay as well as under-wing and under-fuselage hard points for weapons, the aircraft will be used for anti-submarine warfare, anti-surface warfare and shipping interdiction as Australia looks to assert itself as a regional security player in the region.

Nothing but Netz: Used F-16s for Romania

The MiG-21 is reaching the end of its service life, but it can still be effective for a little while. India’s refurbished MiG-21 ‘Bisons’ combined Russian, Indian and Israeli technology to excellent effect in the COPE India 2004 and 2005 exercises with the USAF, and there’s even a Russian-Israeli MiG-21 2000 variant that exists for general sale. Israeli companies have made something of a specialty of refurbishing both Western and Soviet fighters with modern radars, avionics, and Israeli weapons like the Python air-air missile, giving the systems new life. An all-Israeli effort was undertaken for Romania, in order to create Romania’s MiG-21 ‘Lancers’ via upgrade.

The question is what comes next. In 2005, rumor had it that the success of those efforts had led to a more ambitious fighter deal between Israel and Romania for upgraded Cheyl Ha’Avir F-16A/Bs – but that deal appears to have fizzled for unknown reasons. Other firms entered the mix, including Saab with its JAS-39 Gripen and, surprisingly, EADS’ Eurofighter. Then the USA appeared to have flown away with the fighter replacement deal – but, not so fast.

Romania faced 3 big questions in deciding on its fighter purchase. They involved capability, finances, and foreign approvals. To those 3, add a pair of elements that are almost always present in fighter purchases: politics, and vanity.

Capability is always a concern, and Russia’s 2008 invasion of Georgia has only heightened regional concerns. While the Russian Air force is a shadow of its former self, so are the air forces of its former Warsaw Pact satraps. Unfortunately, modern NATO-compatible fighters are very costly, and East Bloc countries in particular feel the lack of any fielded low-budget options to fill the niche once occupied by planes like the MiG-21 and F-5. The natural response is to adopt NATO’s classic approach, and attempt to compete on quality.

Given the presence of upgraded SU-27 family fighters in the Russian fleet, competing on quality isn’t easy. Purchases from Russia itself, such as modern MiG-29/35 aircraft, offer another option. If the most likely future threat is seen as coming from Russia, however, that isn’t a viable option.

The Czech Republic and Hungary’s choice of 10-year leases for 14 fourth-generation JAS-39 Gripen aircraft illustrate one possible solution.

In 2005, reports in the Israeli press indicated that Romania might go another route, and spend $150 million to purchase “dozens” of used F-16A Netz (Hebrew for “Falcon”) aircraft from Israel. Israeli contractor Elbit Systems would be the lead contractor for an Israeli deal, overseeing their refurbishment and upgrade with newer Israeli electronics.

The one potential downside to the F-16 was the necessity of US approval for technology transfer or sale. Israel would be transferring the weapons themselves, not just maintaining them with Israeli technology. Formal American approval has always been required for any transfer of US equipment to 3rd countries. Fortunately, sales to a new NATO member like Romania were unlikely to attract any vetoes from the USA. Indeed, rumors in 2005 said that Romania had been given a provisional green light by the American government and by Lockheed Martin.

That approach seemed to be a good deal for both parties, and became a template for Romania’s search: buy a used version of the most widely-adopted fighter in NATO, with electronics that would be interoperable with NATO standards.

In 2005, the talk centered on an Israeli deal. The reports noted that the Israeli Air force (“Cheyl Ha’Avir”) planned to phase out at least some of its 75 older F-16A/B planes as it introduces 102 new F-16I Soufa (Storm) jets, which incorporate all of the F-16 Block 52 advancements plus Israeli electronics and weapons. Reports claimed that a special committee had been set up to coordinate the various stages of what seemed to be a complicated deal.

So, what did the Romanians have to say?

The Romanian Ministry of Defense admitted that they were undertaking “an evaluation of the feasible alternatives for the replacement of the MIG-21 Lancer aircraft,” with a decision scheduled for 2006-2007 and a target date of 2010-2012 for initial operational capability. Thy also noted, however, that they were evaluating more than one type of plane. Defense Minister Atanasiu said that Romania needed at least 24 new aircraft, and added that a leasing system, auctions, or even participation in the F-35 Joint Strike Fighter (JSF) program were all under consideration.

Suggestions concerning the F-35 were probably just vanity talking. Romania has a proud cultural history, but its economy hasn’t yet caught up to the $70-100 million per plane cost of the F-35 JSF. The truth has always been that leases or used aircraft from other countries were Romania’s only realistic options. Its possible choices also tend to narrow down to the lightweight medium fighter segment, in order to achieve even the 24 modern fighters desired, in return for the kind of money the country had chosen to spend.

That left a small set of options:

  • Used F-16 Falcons, from Israel or from other NATO countries, including the USA (chosen).

  • Mirage 2000s, possibly used, from France.

  • Leased JAS-39 Gripens from Sweden. These may be more expensive than used aircraft, but they are far more capable, may offer maintenance cost improvements, and come with industrial offsets and leasing options.

  • Russian aircraft with upgraded Western avionics etc., much as Israel did for their Lancers. The MiG-29 is the only modern Russian fighter in Romania’s likely cost profile. Downsides include less NATO interoperability during operations outside of Romania, and extra costs per plane due to the required refits.

Within this group, the F-16 was always the most probable choice, barring a really excellent deal from Saab. After canvassing the Israelis, the Dutch, and even the Americans for offers, Romania finally settled on F-16s from Portugal in September 2012. The delays in getting to that point meant that the planes wouldn’t enter service until 2016.

February 24/16: The Romanian Ministry of Defense has announced plans to purchase 12 more second-hand F-16 fighters in 2017. The procurement will the follow the delivery of F-16s from Portugal in September, which cost the government $695 million and included training and upgrades of systems from Lockheed Martin. The ministry has requested information from NATO allies (including the US and five European members) of available supplies with plans to purchase the fleet by auction.

Nov 8/13: Ancillaries. The US DSCA announces Romania’s official request to clear an initial transfer of key weapons and electronics that “will be procured through a third party transfer from Portugal,” as part of their F-16 MLU re-sale. Articles and services would include:

  • 30 AIM-120C Advanced Medium Range Air-to-Air Missiles (AMRAAM). Variant not mentioned, most current export variant is the C7.
  • 5 AIM-120C Captive Air Training Missiles (CATMs)
  • 60 AIM-9M Sidewinder Missiles. The most widely-fielded version, but less advanced than the AIM-9X, which would have required digital upgrades to the F-16s.
  • 4 AIM-9M CATMs
  • 48 LAU-129 Launchers
  • 10 GBU-12 Enhanced Guided Bomb Units
  • 18 AGM-65H/KB Maverick Missiles
  • 4 AGM-65 CATMs
  • 15 MIDS-LVT boxes for Link 16 connectivity
  • 2 MIDS Ground Support Systems

That’s more than a bit thin on associated weapons. Romania won’t have any existing stocks of these items from its upgraded, NATO-compatible Lancer fleet, either, but they may be able to transfer some of their existing RAFAEL Python 3 missiles and LITENING pods. Within the DSCA’s set, implementation won’t require any additional US government or contractor representatives in Romania. The principal contractors will be:

Oct 11/13: Contract. Romania’s government announces a signed contract with Portugal, and an initial EUR 100 million payment of of the EUR 600 million total. According to Defense Minister Mircea Dusa, the first modernized F-16s will reach Romania in 2015, and the full squadron will be on hand for full MiG-21 Lancer replacement by 2017. April 22/13: Slooow. Reports indicate that negotiations with Portugal will take until May 2013 (the deadline is June), but that dealing with the American bureaucracy will take until September 2013 – a year after Romania accepted Portugal’s bid.

Romania may also be interested in another 9 planes, which would bring their replacement fighters to 21. They currently operate 40 MiG-21 Lancers. China MoD News Channel.

Sept 24/12: From Portugal. Romania apparently outbids Bulgaria for 12 PoAF F-16s, offering EUR 600 million over 5 years for the jets (EUR 125 million) and associated training and maintenance (EUR 475 million). The planes will arrive in 2016, by which time Romania’s pilots will also be fully trained.

The fighters are described as “multirole,” but this is a bit of a stretch for the F-16 Block 15 OCUs. They can use AIM-120 AMRAAM air-to-air missiles, but their previous-generation AN/APG-66 radars have limited ground capabilities, and the fighters’ main precision strike weapon is the short-range AGM-65 Maverick missile. On the other hand, the price for 12 was pretty good. Other offers had been tabled by Saab and by the USAF for 24 fighters at about double the cost, but as the weighting of this deal shows, shrinking the fighters by half does not halve the total cost.

Meanwhile, an actmedia report quotes National Defence Minister Corneliu Dobritoiu, who spends his time touting the fact that Romania observed all of the EU’s bureaucratic requirements to the letter. The EU had wanted an open competition, instead of a government-to-government deal, and sent a warning letter in early September. Dobritoiu points out that government-to-government deals are allowed. Deal with Portugal for 12 F-16s

Aug 23/12: Portugal? actmedia reports that the Romanian defense ministry has sent experts to inspect some of Portugal’s 45 F-16s, which were found to be in excellent condition. The PoAF is likely to be selling some of 201 Squadron’s Block 15OCU models, not 301 Squadron’s 20 upgraded F-16MLUs. On paper, that sounds an attractive solution for both parties, given Portugal’s dire fiscal position, and the fact the Dutch option is apparently no longer available.

This news item does not seem to have been confirmed in the Portuguese press yet, and online rumors that up to 12 Portuguese F-16s were available for sale have floated for years without substantiation. That latest statement is not available on Agerpres’ website – the national news agency cited by actmedia – though an earlier article from June does mention the Netherlands and Portugal as 2 potential sources for used F-16s. June 21/12: Dutch deal? Radio Netherlands reports that:

“Romania is interested in buying 15 surplus F-16s from the Dutch airforce… On Thursday, the Defence Ministry confirmed reports that it is looking to sell equipment in order to raise funds… [as it] must shave a billion euros from its budget. The ministry is also in preliminary discussions with an undisclosed number of potential buyers, including Chile, which are interested in eight Cougar helicopters. Today, parliament will discuss the potential sale of 80 Leopard tanks to Indonesia. The ministries of defence and foreign affairs are in favour of the sale but a majority in parliament is against the transaction.”

Sept 19/11: All we can afford. Romanian President Traian Basescu tells Pro TV that Romania cannot afford to buy F16 fighters without a long-term financing solution, as they can only pay up to $300 million per year for the next 5-6 years. From Romania’s actmedia:

“As a NATO member, Romania must have 48 fighters compatible with the North Atlantic Alliance’s equipment. Whether they are F16 planes, Rafale or SAAB, what matter is to find a financing solution,” said Basescu.He added the United States proposed a regional project whereby several NATO members, such as Bulgaria, Croatia, possibly Hungary, would create a pool to support the purchase of F16 planes.”

Bulgaria has reportedly been offered US financing for a buy of 8-12 F-16 fighters, though terms were not revealed or confirmed. U.S. Ambassador Mark Gitenstein added that the regional pool option would involve new planes, extending Lockheed Martin’s production line. That’s certainly in America’s interest, as it would extend the F-16 production line, but it’s also likely to make the planes more expensive.

2009 – 2010

May 11/10: Eurofighter. The Eurofighter consortium and member firm Alenia Aeronautica chime in with an offer of their own: 24 used Italian Tranche 1 Eurofighters, plus up to 5,000 skilled jobs created by 100% industrial offsets and local technology transfer. The price, including logistics support and training, would be EUR 1 billion (about $1.3 billion), matching the price tag for used F-16s. Deliveries would take place between 2011-2012.

Italian Tranche 1 Eurofighters differ sharply from the other competitors in one crucial respect. Barring additional upgrades and equipment, they lack precision attack capabilities. In contrast, both the F-16 Block 25+ and the JAS-39 Gripen are full multirole fighters, able to target invading land forces, support Romanian troops on the ground, or conduct precision strikes against key enemy targets.

That same day, the Romanian Senate’s Defense Commission calls in representatives of rivals Eurofighter and Sweden’s Saab, stating that it wished to hear from Lockheed’s competitors. The decision to buy any fighter requires Parliamentary approval. Defense News.

April 15/10: Gripen. Agence France Presse quotes Jerry Lindbergh, a Swedish government official in charge of defense exports, who says that Sweden could provide 24 new “fully NATO interoperable Gripen C/D fighters, including training, support, logistics and 100 percent offset for the amount of one billion euros ($1.3 billion),” paid off over 15 years with low interest rates.

In essence, they’re offering newer and better fighters for the same price as very-used F-16s. The following quote from the Defense News report is difficult to take seriously in terms of future orders, but it does illustrate one of the political factors in play:

“Bucharest is also considering buying 24 new F-16 jets and later 24 F-35 jets, the defense ministry said, stressing this was part of the Romanian-U.S. “strategic partnership.”

March 23/10: Nothing new. At a Supreme Council of National Defense meeting, Minister of National Defense Gabriel Oprea presents a report, saying that Romania does not have the financial resources necessary for the acquisition of multirole aircraft. As such, the ministry proposes to buy 24 used F-16s, in order to replace Romania’s upgraded MiG-21 Lancers and their rising operations and maintenance costs.

Lockheed Martin personnel in Romania have reportedly confirmed that the aircraft with be F-16 C/D fighters, without mentioning the production year or their number of flight hours. The US DSCA request noted AN/APG-69v1 radars and PW F100-220 IPE engines as expected equipment, however. This strongly suggests F-16 C/D Block 25 aircraft, delivered between 1984-1986, and currently operational with American Air National Guard units.

Romanian sources say that the planes will be free, but there will still be costs of about $400 million for personnel training in the USA, $500 million for refurbishment and infrastructure improvements, and money to equip the planes with weapons. The total sum is estimated to be about $1.2 billion. The final draft of the agreement will reportedly be signed by the Romanian and American governments. Sept 24/08: No decision. A Curierul National interview quotes Romania’s Defence Minister Teodor Melescanu as saying that no decision has been made yet regarding Romania’s fighter replacement. Key quotes include:

“…we do not have this money… ready to spend it when necessary. However, the executive has given us the possibility, by Emergency Ordinance no. 111/2006, which allows ministries to contract loans on the international banking market, we can employ such loans up to the limit of 2.38% of GDP… in a predictable financing line for the period 2009-2013. We also consider achieving these acquisitions with the participation of internationally prestigious companies, which we would attract in the modernisation and privatisation process of the defence industry.”

Indeed, the MiG 21s will deplete their flight resource by 2010-2011 and therefore we must absolutely start the programme of purchasing a multi-role plane… The issue is the purchase of 48 planes, the budget effort exceeding 3.5 billion lei… financed by foreign loans, using the mechanisms of Emergency Ordinance no. 111/2006… As there appeared some information about the purchase of second-hand planes, too, I want to emphasize that, personally, I think we are too poor to buy cheap, used things. I do not think that the solution of second hand devices is the best option and therefore I feel inclined to the purchase of new aircraft. And I insist on the human resource. We have valuable pilots and we cannot waste this value we have… As I have said, there are five models of multirole planes that meet the technical-operational requirements set up by the specialists of the Romanian Air Force. We are considering the F-16 plane… the JAS-39 Gripen… the Eurofighter Typhoon… the F18… and the Rafale [The F-35 was eliminated, since only operational aircraft were considered].

…To take a decision based on real and as complete as possible data, the Ministry of Defense has conducted information activities during the recent years… As a result of these activities the 5 types of airplanes I mentioned above were identified. But no decision has been taken yet.”

May 19/08: USA The US Defense Security Cooperation Agency announces [PDF] Romania’s formal request for 48 F-16C/D Block 50/52 Aircraft, in a surprisingly rich deal that could run as high as $4.5 billion if all options are exercised. There are no known industrial offset agreements in connection with this proposed sale, and implementation will require multiple trips to Romania involving U.S. Government and contractor representatives for technical reviews/support, program management, and training over a period of 15 years.

The full request involves a number of contractors, and a few contracts whose equipment choices are still competitive. Note that even this announcement is not necessarily determinative. A March 19/02 DSCA announcement [PDF] covered a $1.7 billion offer to Austria of 30 updated and refurbished F-16s, but that country ended up buying EADS’ Eurofighter instead. These competitions are never truly over until a contract is signed.

  • The first component of the proposed Romanian deal involves 24 refurbished and upgraded USAF F-16C/D Block 25 aircraft, with Pratt & Whitney’s F100-PW-220 Increased Performance Engines (IPE) and Northrop Grumman APG-68v1 radars.

  • The second component of the deal involves 24 new-build F-16C/D Block 50/52 aircraft. Romania can choose either the Pratt & Whitney F100-PW-229 engine, or General Electric’s F110-GE-129 Increased Performance Engine (IPE). These F-16s will all be equipped with Northrop Grumman’s APG-68v9 radar – a much more advanced radar than the APG-68v1, especially with respect to its ground surveillance and ground attack capabilities.

The proposed order would also include up to:

Peace With Hekmatyar: What does it mean for battlefield and politics?

The peace deal signed today by Gulbuddin Hekmatyar, leader of Hezb-e Islami, and President Ashraf Ghani, has been hailed by the Afghan government as the first major peace achievement of the last fifteen years. However, expectations should be tempered. Given Hezb-e Islami’s almost total absence on the battlefield, the deal is unlikely to significantly lower the current levels of violence. It is also unlikely to inspire the Taleban to follow Hezb’s example, considering the completely different trajectories and aims of the two groups. Even so, says AAN’s Borhan Osman, Hekmatyar’s outsized ‘jihadi credentials’ could present a challenge to the legitimacy of the Taleban insurgency and his eventual return to civilian life can only be expected to leave its mark on Afghanistan’s politics.

How did this peace deal come about?

The agreement is the climax of six and half years of negotiations which included dozens of meetings between the two sides. It was a turbulent process, fraught with interruptions and breakdowns only to be followed by resumptions. Contacts with US officials were initiated even earlier, in 2008. That year, the Hezb-e Islami faction led by Gulbuddin Hekmatyar (often abbreviated as HIG: Hezb-e Islami-ye Gulbuddin) published its outline for a peace plan and two years later it handed over a 15-point plan to the government (see this AAN analysis).

Despite the long trajectory, it was not until spring of this year that a deal finally looked imminent. The negotiations that culminated in the current draft agreement started in March 2016, and in April, HIG dropped its most substantial condition for an agreement, the withdrawal of foreign troops; chief negotiator Karim Amin called the full withdrawal of foreign troops a goal, rather than a condition for an accord. In May 2016, a draft agreement between the two sides was initialled by Amin and HPC chair Pir Sayed Ahmad Gailani (AAN analysis here).

In the following month, however, the fate of the agreement was thrown into uncertainty, precisely at the time that Hekmatyar was supposed to endorse it. HIG claimed the breakdown was because the government had added new demands, most importantly the explicit acceptance of the Afghan-US bilateral security agreement, which provides the legal foundation for the presence of foreign troops in Afghanistan in the post-2014 period. However, according to members of the HPC and western diplomats closely following the process, it was HIG that had added new conditions to the draft. HPC deputy chairman Mawlawi Ataullah Salim told a parliamentary session in July 2016 that HIG delegates had presented these additional conditions directly to President Ghani, bypassing the HPC. These conditions included a specified timetable for the withdrawal of foreign troops, representation of HIG in the election commission and a share in government.

Talks resumed in August 2016 with none of the mentioned extra conditions making it into the draft agreement in the form of a commitment.

There was also a brief hitch earlier this month when HIG claimed that the deal was to be signed on 10 September but that circles around Chief Executive Abdullah Abdullah were trying to sabotage it. During an Eid ceremony on 11 September, President Ghani seemed to be alluding to this when he said that the peace deal with HIG would go ahead and that “unjustified hurdles” were not acceptable, although he did not clarify who was trying to put up such hurdles. There are indications that Abdullah’s camp was indeed not happy with the text of the agreement and wanted to change it, but on 19 September Abdullah publicly backed the deal. Two days later his powerful ally Atta Muhammad Nur, the acting governor of Balkh and head of Jamiat party’s political council, followed suit. This was the first time that both partners in the National Unity Government publicly voiced a consensus about the peace deal. President Ghani and Hekmatyar had already approved the final version of the draft and the agreement was then made ready for an initial signing ceremony of the draft on 22 September 2016.

HPC chair Gailani, who was initially supposed to be the only one to sign the draft agreement, insisted that NSC chair Hanif Atmar co-signed, presumably in an attempt to raise the profile of the event and to properly showcase the achievement of the HPC, it first major one since it was created in 2010. There were two other signatures from the government side. The first was Mawlawi Salim, who had taken part in the current negotiations, since coming into the HPC as one of the six new deputies appointed in February 2016 following a re-shuffle. More importantly, he is a member of Jamiat-e Islami who had also negotiated with the Taleban on behalf of Ahmad Shah Massud’s forces in the late 1990s. Salim’s co-signing seemed aimed at illustrating the support of the Abdullah and/or Jamiat camp for the agreement (Jamiat’s rivalry with Hezb-e Islami dates back to even before the anti-Soviet struggle of the 1980s, although Abdullah’s choice of Hezb-e Islami stalwart, former intelligence chief Muhammad Khan, as his running mate in the 2014 elections already indicated an easing of tensions). Another HPC deputy, Habiba Sarabi, read a short joint statement after the signing, in an effort by the government to emphasize the inclusiveness of the process, at least on its side, both in terms of gender and ethnicity.

What was the signing ceremony like, did Hekmatyar attend?

The actual agreement was signed on 29 September 2016 in front of a packed audience of senior Afghans during a lengthy ceremony in the presidential palace that was broadcast live on Afghan TV. President Ghani signed in person, while Hezb party leader Hekmatyar spoke and signed in a pre-recorded video (see the video here). The other speakers were again picked to portray a broad consensus and included Chief Executive Abdullah Abdullah, Pir Gailani and former minister and female senator Seddiqa Balkhi. The ceremony on 29 September was attended by a much larger and broader crowd than the earlier signing of the draft. Political leaders from across the spectrum as well as dozens of Hezbi-e Islami members and heavyweights participated. Among the influential figures in attendance were former president Hamid Karzai, prominent ‘jihadi’ leader Abdul Rab Rasul Sayyaf, Jamiat’s most powerful man and Balkh governor Atta Muhammad Nur, Hazara leader and Abdullah’s deputy Muhamad Mohaqiq and Wolesi Jirga speaker Abdul Rauf Ibrahimi.

Hekmatyar, in his 36-minute long speech, had something to say for all the different parties in power and in conflict, with varying tones. His message was full of veiled references. He frequently touched upon those he blamed for establishing a monopoly of power with the support of foreign forces and for pushing others from power. He returned to this theme five times in his on-script speech. His message was thus less conciliatory than one would have expected at such an occasion. Calling those he chastised a small clique (tolgey in Pashto), he left little doubt as to whom he was referring to (he has used the same term in past messages, interviews and articles to refer to his longstanding political rivals Shura-e Nezar/Jamiat-e Islami). He further condemned them as having invited the foreign forces to invade Afghanistan, and then having joined them in a war against their own nation. He urged them to correct their course of action and to compensate for their mistake. He lambasts the opponents of peace as having been “bought by foreign forces” and using war as “a tool for obtaining power and resources.”

Hekmatyar further explicitly asked the Taleban to follow his example and to enter into Afghan-led talks with the government, even if as an experiment for few weeks that should be observed with a ceasefire, while asking the government to be the first to take action by releasing Taleban prisoners. Then, turning to the first person plural, he came with a suggestion that diametrically contradicted the essence and spirit of the agreement he just signed. Suggesting to the Taleban to test the workability of direct talks, he went on to say: “If [the talks] did not yield a result, then nobody can stop us from jihad and armed resistance. Whereas we need the permission and agreement of others to enter the cities, we do not need such permission and agreement to climb the mountains.” He, however, did not spare the Taleban either from his harsh language, hinting that for those who fight with foreign weapons, their decision to end a war will also be dependent on their foreign supporters. “In their fight, 999 of those who are killed are Afghans, only one is occasionally a foreigner. We tell them that such fights are not the act of the wise, nor of the faithful mujahedin.” He also blamed the Taleban for providing the US with an excuse to extend its military presence in Afghanistan by overrunning Kunduz city last year.

In his message, Hekmatyar made it clear that he would continue his struggle for the full withdrawal of foreign forces, now through political means, as the Iraqis had done through a parliamentary decision. He commended the peace agreement as a desired step towards changing the tradition of gaining power through violence and hailed the successful negotiations as an outcome of intra-Afghan talks with no external mediation.

President Ghani in his speech also called the agreement an achievement, stressing that it upheld the entire constitution, and that the negotiations had happened inside Afghanistan and had been led by Afghans. Dr Abdullah hailed the deal as historic, and emphasised, in a somewhat defensive tone, that not a single right of the people had been compromised in the agreement.

What does the agreement say?

The text of the agreement contains specific commitments for both parties, but in practice it mainly boils down to a list of what the government will give or do in return for HIG to stop its military activities and fully respect the laws of Afghanistan. The government, for example, commits to requesting the United Nations and other countries who put HIG leader, members and/or the organisation on their sanctions list, to lift these sanctions. The most controversial provision was added to the draft in the last round of negotiations after August and relates to the issue of impunity. Article nine of the agreement now says that the government “provides guarantee for the judicial immunity of the leader and members of Hezb-e Islami concerning the party’s past political and military actions.” The government also commits to recruit HIG members and commanders eligible or interested in joining the Afghan National Security Forces. It also commits to help the return of 20,000 families of refugees living in the Nusrat Mena, aka Shamshatu, camp in Pakistan, by securing international aid for the programme. Personally, for Hekmatyar, the government commits to provide financial resources and security for him to choose two or three places of residence. It also commits to grant him a honorary status through a presidential decree in appreciation of his struggle “for peace and freedom of Afghanistan.”

On the part of Hezb-e Islami, the agreement requires the group to formally declare a permanent end to war, observe the constitution, ensure a permanent ceasefire and “stop all military movements and activities and dismantle its military structures.” This is the only solid commitment HIG has made, besides that it will announce the severing of all links and stopping any kind of support to “terrorist groups and illegal armed organisations.” The two commitments are stipulated in article 18 and 19 respectively.

Hekmatyar, according to chief negotiator Amin, will not appear publicly until he has been removed from the United Nations and various governments’ sanctions lists. It is unlikely there will be major hurdles to the delisting process, given that representatives of the international community were on board during the negotiation process, and that the United States embassy in Kabul, the US forces’ commander in Afghanistan and UNAMA have all welcomed the agreement. But it will be a time-consuming process and HIG will first have to prove it has indeed ended all military activities, dismantled its military structures (the mechanism of which is to be decided by a joint HIG-government commission), and severed relations with terrorist groups and illegal armed organisations. How significant has HIG been on the battlefield?

Hezb-e Islami has been a fading insurgent group in recent years. This was already apparent in autumn 2009 when this author – who was then a journalist – visited Kapisa province. A member of a HIG fighting group guided him deep into a green valley in Tagab, just northeast of Kabul, to meet his comrades. “Hezb-e Islami runs 80 per cent of the current jihad against the occupation forces,” he claimed while on the way to the valley. “But the media and foreigners talk only about the Taleban as the prime enemy. They know that Hezb-e Islami is so popular that if they talk about it every day, the whole nation will rally around Hezb.” In a village dotted by fields separated by mud walls and orchards of pomegranate trees, two men wearing their Kalashnikovs over green camouflage jackets emerged from a walled field on a motorbike to guide us to the location of our meeting. One of them was Fazl Hadi, the local commander, who was still only in his late 20s. He had recently taken command after his father had been killed fighting French troops deployed to Tagab district.

At the site of the meeting a crowd of villagers gathered. Among them were about ten people who said they were armed and actively taking part in the fighting, but everyone in the crowd identified themselves as Hezb-e Islami mujahedin. They were from three generations, men over 40 who had fought the Soviets, their children who were contributing to insurgency operations against French and Afghan government troops, and a third generation of smaller children. The older men brought out Hezb banners, flags and pictures of Hekmatyar from the 1980s and 1990s, and even weapons from that era. Putting them on show on the ground of an old fort, the crowd shouted, “Long live Hekmatyar!” and “Long live jihad!”

It may have seemed like a convincing show of strength, but speaking to Fazl Hadi, it became clear that, rhetoric aside, this was a weak faction getting weaker. He complained about the shortage of resources and a near-absence of central command which could supply his fighters and provide reinforcements. He lamented that unfriendly Taleban increasingly encircled them. Two years later, he had moved permanently to Peshawar and his group had ceased to exist. By that time, in late 2011, Kapisa, which used to be a Hezbi stronghold, had slid towards Taleban control and gradually, in the years that followed, so did the other HIG redoubts, such as Kunar, Baghlan and Wardak.

Most of the HIG ‘fronts’ have since evaporated in a process of continued attrition, mainly due to the absence of an efficient organisation and lack of resources. Individual Hezbi fighters joined all parties of the conflict across the spectrum: community-level, anti-Taleban militias such as the Afghan Local Police or other iterations of government-linked militias such as, the US and German-sponsored Critical Infrastructure Protection Programme (CIPP) in Baghlan in 2010 (see AAN reporting here); the Afghan National Security Forces (ANSF); the Taleban; and even the Islamic State – Khorasan Province (ISKP). Many other fighters just returned to normal life. As a result, there are currently hardly any active armed groups of Hezb-e Islami left on the battlefield which are dependent on and loyal to Hekmatyar.

HIG did, however, continue to claim attacks. The last confirmed HIG attack that made it into the news was a suicide attack which killed two civilian contractors with the International Security Assistance Force in February 2014 in Kabul. Since then, there have been somewhat random claims published on the HIG website of small-scale attacks on ANSF targets in a few provinces. These claims, however, have not been confirmed by independent sources.

What impact will the peace deal have on the insurgency?

Given Hezb-e Islami’s almost total absence on the battlefield, expectations that the peace agreement with Hekmatyar will result in an immediate noticeable drop in the current level of violence are misguided. The HIG leader will not bring many fighters and will probably not be able to convince those who have continued their armed struggle against the state under other flags to lay down their arms. Even in Hezb’s prime stronghold, the Shamshatu refugee camp in Khyber Pakhtunkhwa province of Pakistan, that has been managed by Hezb since the 1980s with the Pakistani government’s consent, Hekmatyar has increasingly struggled to keep it free from the influence of other militant groups and prevent young men defecting to them. His men have particularly had trouble stopping young militants enlisting with the Taleban. In some cases, such youths and their families have been punished and banished from the camp.

Despite the scarcity of Hezb-e Islami fighting forces on the battlefield, the agreement signed in Kabul on 29 September 2016 may still have some practical importance for peace. While the agreement will likely fail to change the minds of broad sections of the Taleban movement, it might influence some in their ranks, as well as supporters among ordinary people, who have kept their respect for Hekmatyar because of his ‘jihadi’ credentials – provided he will be able to defend joining the government without it being seen as a sell-out of his ‘jihadi’ past.

Hekmatyar’s decision to ‘come in from the cold’ might feed a discussion among the Taleban about stopping the fight against the government altogether, a discussion that very few from the pro-state, Islamist spectrum have engaged in (the one major exception has been MP and mujahedin factional leader, Abdul Rabb Rassul Sayyaf, who has several times challenged the Taleban in strong words to prove that their fight against the government is Islamic (see an analysis here).

Hekmatyar’s potential to sway minds among insurgents and their supporters, if he chooses to, stems from his outsized role in promoting the narrative of jihad for over 40 years. From exile, he fed the minds of probably thousands of followers (not all necessarily Hezbis) through his prolific writing and media interviews. He has authored more than 70 books on religion, politics and jihad. His anti-‘occupation’ position and his tirades against the government over the past 15 years have granted him a distinct constituency in Afghanistan and admirers from across the jihadist spectrum throughout the region. During the current insurgency, he (and HIG as a whole) was undoubtedly the second key contributor, after the Taleban, to crafting a very vocal, anti-state narrative. Hekmatyar’s rhetorical war was always much louder than Hezb’s actual presence on the battlefield. As long as he managed to feed that unabated, anti-state narrative, he continued to play a role, even if he did not have many fighters on the ground.

Hekmatyar’s turnabout seems to have indeed hit a nerve with some in the Taleban movement. Activists and mid-level cadres have scathingly condemned the deal and Hekmatyar personally. They have criticised him for “underselling” his jihad at a particularly bad time, as the national unity government, in their eyes, struggles for survival. However, his ‘jihadi credentials’ and continuing appeal to some in the movement have perhaps contributed to the Taleban’s official silence on the matter and lack of an outright condemnation. (1)

Among the political (non-fighting) Islamists inside the country, Jamiat-e Eslah, for example, commended the deal and welcomed the return of Hekmatyar. Eslah, which describes itself as a social movement rather than a political one and has a strong following among young people and includes former Hezbis as senior members, would obviously support any development that brings in more Islamist forces and may make the government more Islamic.

What might be the effect of a possible large-scale return of refugees from HIG-controlled camps?

One of the provisions in the deal is a government promise to mobilise international support for the voluntary return of 20,000 families from the HIG-controlled refugee camps in Pakistan. Families in the Shamshatu Camp, which hosts, according to the UNHCR, some 38,000 inhabitants, are likely to benefit most from this program – if it is indeed implemented. The camp is predominantly inhabited by Hekmatyar loyalists, and was the main hub of HIG recruitment during the current period of insurgency.

However, there are Hezb supporters in other camps in Khyber Pakhtunkhwa province, too. Hekmatyar’s son Habib ul-Rahman has visited several of these camps in recent months and held gatherings which called for assistance from the Afghan government and the UN to facilitate their repatriation to Afghanistan and/or stop Pakistan’s crackdown against them. A HIG-linked assisted repatriation programme will obviously be a valuable asset for Hekmatyar to earn the support of potential returnees who are not already linked to the movement and this could broaden his support base after his return to the country and, possibly, the political field. This is particularly the case as life in Pakistan for Afghan refugees has become extremely difficult in recent years and is still getting tougher (AAN has a forthcoming dispatch on this subject).

The envisaged return of families will include thousands of HIG-affiliated (as well as non-HIG) youth, who have been vulnerable to, or already caught up in, a process of radicalisation in the camps’ environment. In Shahmshatu particularly, and in other refugee camps to a lesser extent, the youth have been brought up in a political, cultural and educational environment conducive to militant ideas where the armed struggle against the Afghan state was often presented as a legitimate jihad. Schools in Shamshatu, all of which are run by HIG, as well as madrasas, mosques and cultural gatherings have been replete with militant sermons and sloganeering. Witnesses from Shahmshatu have related to this author how, during the last few years, many young people from the camp were joining Taleban ranks, after HIG had effectively ceased to run an organised front in the insurgency.

The careful reintegration of these parts of the HIG grassroots into Afghan society, if they do indeed return, is perhaps no less important than the integration of HIG’s remaining fighters. It is to be hoped that those who have been influenced by radical ideas based on disinformation, will change when they see the reality in their country.

Even those who do not return under the repatriation programme, including the supporters and sons of senior Hezbis, may see the Afghan state in a more positive light once Hekmatyar declares his support and possibly takes part in it. The remaining refugees may also be able to breathe more freely, assuming that, by the departure of Hezbi leaders from the camp, HIG will lose much of its tight control over life in Shamshatu. The agreement envisages the provision of land (in townships) for the returnees to settle on, but even if they are settled in specific townships, they will ultimately have more freedom of movement than they had in the Pakistani refugee setting. Returning to Afghanistan and living within Afghan society could reduce their chances of adopting extremist ideas or being recruited for insurgency by other groups, but it could also go the other way. The return of radicalised youth and the possible inclusion in the government of militant leaders, who have not clearly distanced themselves from their previous rhetoric, could further radicalise the discourse and limit Afghanistan’s space for debate.

Could the HIG deal inspire a similar deal with Taleban?

One common theme in the speeches during the ceremony on 29 September 2016 was the repeated call on the Taleban to follow the example of the peace deal with Hezb-e Islami, which everyone praised as a success of an Afghan-led and Afghan-owed process. But, could the HIG deal really inspire such a deal? To answer the question it is useful to look at why the two groups opted for violent opposition against the Afghan government and its foreign backers in the first place. The fundamental grievance that drove both Hezb and the Taleban to oppose the post-9/11 political order in Afghanistan was the same: both were excluded from the Bonn Conference that laid out the roadmap for the current political system. (2) Jamiat-e Islami, a staunch rival of both the Taleban and HIG, came to dominate the post-2001 Afghans state. However, the new administration and its American military backers treated the Taleban and Hezb-e Islami differently.

Taleban leaders – including those who had withdrawn from the fighting – were detained, tortured and killed by US-led coalition forces and their local militia partners. Taleban commanders, who were leading peaceful lives in their communities, as well as assumed or real sympathisers of the movement, were taken from their homes and sent to Bagram or Guantanamo prisons. Tribal elders were also targeted as part of a crackdown that particularly focused on the Taleban southern heartland. Only a handful of Taleban managed to get security agreements with figures in the new administration to enable them to live peacefully in Afghanistan after 2001.

Hezb-e Islami also saw many of its people detained, although again there were many who had only fought or had family members who had fought against the Soviet occupation of the 1980s (when incidentally, the US favoured the faction for weaponry and funding). However, senior members of Hezb-e Islami largely escaped detention. A notable exception was Hekmatyar’s son-in-law, Ghairat Bahir. US agents and Pakistani security forces detained him in Islamabad in 2002, along with his driver, Gul Rahman, and he was secretly rendered to Afghanistan and tortured by the CIA in the ‘Salt Pit’, north of Kabul. Bahir was finally released from Bagram in May 2008. His driver, Gul Rahman, did not survive CIA custody; he froze to death in the Salt Pit. No one was prosecuted for his killing. (More details here)

Hekmatyar did condemn the US ‘invasion’ in January 2002 and call for armed struggle against it. At the same time, however, there were attempts by Hezb-e Islami, from the very beginning, to become part of the new political settlement in Kabul. This included an open meeting of more than a hundred senior Hezbis in Wazir Akbar Khan in Kabul to try to launch a political movement in April 2004. The Jamiat-controlled NDS arrested dozens of those at the meeting, including former intelligence chief Wahidullah Sabawun (a future presidential advisor on tribal affairs and leader of the later legal, registered Hezb-e Islami party) and three men who would go on to become provincial governors, Juma Khan Hamdard, Delbar Jan Arman and the late Bashir Baghlani. They were, however, soon released. It was not till 2005, after the international powers had gradually dropped their initial reservations that Hezb-e Islami was allowed to formally register as a political party, but Hezb has seen many of its cadres absorbed into the state. They have served at every level of government: governors, ministers and now one of the deputies to the chief executive.

Hekmatyar is the only HIG leader who was listed by the UN sanctions committee (although a few Hezb commanders have been listed by the US), but his listing in 2003 was made on the basis of his association “with Al-Qaida, Usama bin Laden or the Taliban,” rather than for his role in HIG militant activities. In contrast, the Taleban had most of its senior members listed, starting from 1999.

All of this had a clear effect on the trajectories of the two groups. The Taleban, more firmly and violently excluded from the new polity, regrouped cohesively to mobilise for an armed struggle and gradually became the most effective insurgent organisation, while Hezb played both sides of the conflict line. As time passed, the differences in the paths taken by the two organisations only became starker. The Taleban grew more confident that they could win militarily and therefore readied themselves to fight a longer war. Hezb, on other hand, opted for the political option and over the years dispatched more and more of its members to Kabul, while keeping up some military pressure.

The two groups also had different, distinct goals. HIG pinned its hopes on gaining power by joining the existing political system, with no demands to change or revamp it. At one point, during the 2014 presidential elections, Hekmatyar endorsed the candidacy of HIG’s head of the political committee, Qutbuddin Helal (see also this AAN analysis). In contrast, the Taleban have consistently prioritised their military struggle and made the cessation of their fight conditional on the full withdrawal of foreign troops and a reset of the post-Bonn setup. Meaningful negotiations for an end to the war have never materialised, initially because of the US’s veto and later because the Taleban were never presented with a serious reconciliation offer in their (always officially denied) contacts with the government and themselves came up with no workable proposals either. The military campaign has thus remained the Taleban’s choice by default and desire. With their continued military build-up coupled with occasional successes, the movement (especially its fighters) currently seems to have an appetite for nothing short of a military victory. Overly high hopes that the Taleban might follow HIG’s example ignore the diverging trajectories that have long set the two organisations apart.

What impact may the deal have on politics in Afghanistan?

Hezb-e Islami is a curious organisation in that, for more than a decade, it has simultaneously maintained both a fighting wing and a legal, political wing. Senior Hezbi leaders have been able to find their way into government, as governors and ministers. Engineer Muhammad Khan, one of Dr Abdullah’s deputies, currently holds a post that is the fifth most powerful in the national unity government’s hierarchy (after the president, his two vice-presidents and the chief executive). The Kabul-based Hezbis have long legitimised the same state that Hekmatyar has kept condemning as a puppet of the Americans and that he has declared jihad against.

This means that, in terms of political weight, Hekmatyar will bring very few new or influential politicians. He does not come as the representative of a political force that has been excluded, which means that his return does not make the current political setup significantly more inclusive. Even the small minority of prominent Hezbis that were left with Hekmatyar have not been living tucked away in the mountains or isolated from Kabul politics. Apart from Hekmatyar himself, all the seniors from his close circle have, for years, been meeting with Afghan politicians, government officials and western diplomats and were always available on request.

Rather than leading a force that was hitherto absent from the political landscape, Hekmatyar comes alone. He could, however, unify the disparate Hezbi factions and personalities currently scattered among various power camps. Moreover, his return to the fold of the state will certainly strengthen the role of jihadi forces in it. This may, on one hand, make the state more legitimate in the eyes of Islamists and jihadists – a consequence the government and its international backers are probably hoping for. But in the eyes of those who have long felt despair and ager at the presence of warlords accused of gross abuses in the higher echelons of the state, this peace deal just gives yet another alleged war criminal impunity for his crimes (the legal instrument is the Amnesty Law of 2010). It may, therefore, have the opposite impact on the legitimacy of the government.

All in all, it is a strange peace deal. The most significant part of it is, of course, himself. He has no army to bring home from the trenches, but has, in the past, proved able to rally huge political support around himself. Hekmatyar has been one of the most charismatic leaders – for good or ill – in Afghanistan since the late 1970s, with an intensely loyal following. His Hezb-e Islami has been, and still remains, one of the most cohesive movements in Afghanistan. As he returns to a widely changed political environment, the question will be, after twenty years in the wilderness, what clout does Hekmatyar still have?

ANNEX. Who is Hekmatyar?

Gulbuddin Hekmatyar was born in the late 1940s in Emam Saheb district of Kunduz province, where his parents had moved from Ghazni and where he also attended school. He is a Kharoti, from the Ghilzai confederacy of Pashtun tribes. In 1970, he started studying at Kabul University’s Engineering Faculty, but never graduated as he fled to Pakistan in 1972 after violent clashes between Islamist students (organised in the Jawanan-e Musalman (Young Muslims) movement, the predecessor of both Hezb-e Islami and Jamiat-e Islami) and leftist students of Kabul University, and a crackdown on the Islamist activists by the king’s government. Hekmatyar had been a co-founder of the movement that came into being to stand against the vocal leftists on the campus. In 1975, he was part of an unsuccessful Islamist uprising planned in several provinces against the now Republican regime of President Muhammad Daud in coalition with the Parcham faction of the leftist Hezb-e Dimukratik-e Khalq-e Afghanistan (PDPA).

Hekmatyar’s activism during these years was formative for his future role as one of the leaders of the anti-Soviet mujahedin in the 1980s. He founded Hezb-e Islami, splitting off from the united Islamist movement, in the second half of the 1970s, with Egypt’s Muslim Brotherhood and Pakistan’s Jamaat-e Islami as his inspirational sources.

During the struggle against the Soviets, starting in 1979, Hezb received the lion’s share of funding handed out to the mujahedin by western and Arab governments through Pakistan’s intelligence services, the ISI. After Kabul fell to the mujahedin in 1992, Hekmatyar was selected as Prime Minister of the post-PDPA unity mujahedin government that quickly broke apart. Hekmatyar became a key player in the brutal power struggle among mujahedin factions and former PDPA militias that continued until the Taleban ousted them in 1996. During this period, his forces regularly rocketed Kabul, in an indiscriminate use of force that killed many civilians. The Afghanistan Justice Project (AJP) in its report documented specific cases of abuses and killing of civilians by Hekmatyar’s forces. The AJP report noted that, “while Hezb-e Islami is frequently named as foremost among the factions responsible for the deaths and destruction in the bombardment of Kabul, it was not the only perpetrator of these violations.” Even so, the report notes:

[T]he sheer magnitude of civilian casualties and wanton destruction resulting from bombardment during 1992-95, provides strong grounds for asserting there was excessive force. The continuity in the pattern of casualties throughout the campaign, with no evidence of any serious Hizb-i Islami attempt to alter its tactics to focus more effectively on military targets, indicates that Hizb-i Islami failed to take adequate measures to avoid civilian damage. Some of the episodes of bombardment occurred without any accompanying land offensive, or obvious urgency in possible military targets. This applies most particularly to the massive August 1992 bombardment, during which front lines remained static and it seemed that the bombardment was merely a reassertion of opposition. According to the International Committee of the Red Cross, one to two thousand people were killed by rockets in three weeks in August, and eight to nine thousand wounded. During that period, Hikmatyar’s forces fired most of the rockets that struck civilian areas of Kabul. Inflicting severe damage on civilian areas, as happened in August 1992 and in the absence of immediate military objectives, is the clearest case of indiscriminate use of heavy weapons.

Hekmatyar ceased shelling Kabul only after concluding a power-sharing deal with his main foes in 1996, head of state and Jamiat-e Islami leader, Burhanuddin Rabbani, and his defence minister Ahmad Shah Massud, whose forces then ruled most of the capital. Hekmatyar was re-appointed as prime minister under President Rabbani, but a few months later, the Taleban ousted both of them from Kabul.

While the Taleban ruled, Hezb-e Islami was largely in a state of military dormancy with Hekmatyar living in exile in Iran in relative obscurity. Most of the other mujahedin factions, which had been fighting each other in the bitter 1992-96 civil war, re-grouped as allies forming the anti-Taleban United Front (aka Northern Alliance). Hekmatyar’s commanders largely reintegrated into normal life and a minority were absorbed into Taleban ranks.

After the intervention of the US-led coalition forces in late 2001, Hekmatyar, having been excluded from the political process laid out in Bonn, declared jihad against the coalition forces and the government they supported. This opposition to the post-2001 political order earned him the title “amir of two jihads” among his supporters who considered this the country’s second jihad. His party’s role in the armed struggle, however, was increasingly eclipsed by the Taleban, who made up the bulk of the insurgency, pushing Hezb into a distant second. Some Hezb leaders returned to Kabul during this period and registered Hezb-e Islami as a legal political party in 2005, after distancing themselves from the party’s insurgent wing. This political faction gained significant representation in government and parliament and became one of the entry points for the later negotiations between Hekmatyar and the Afghan government.

 

 

(1) While the Taleban officially kept silent on the matter, one article did appear on its website which criticised Hekmatyar’s deal as a crime. The article was written by a young ideologue, who usually publishes on pro-Taleban websites rather than the official website of the movement. He is not a member of an entity within the Taleban structures and is considered more of an independent ideologue sympathetic of the Taleban. His ideas are not necessarily endorsed by the movement. The article titled “The Concept of Peace in Islam” makes no explicit mention of Hekmatyar and cannot really be taken as the Taleban’s official position, even though it was published on their website. Generally, not everything that is published on alemara, the Taleban website, reflects their policy or official line of thinking. The movement’s media operations have the flexibility to accommodate ideas of its supporters and sympathisers that may diverge from or contradict official positions.

(2) Although Hekmatyar’s son-in-law Humayun Jarir took part in the Bonn conference, he came as a member of the independent political group that called itself the Cyprus Group. The two other representatives of the group were Jalil Shams, who later served as the minister of economy under Karzai (2006- 2010) and Azizullah Ludin, who later headed the Independent Election Commission and the High Office of Oversight and Anti-Corruption in the Karzai government. The three representatives came from different political backgrounds. Jarir was not invited to the conference as a representative of Hezb and he did not speak for the party at the conference. In 2010, he organised an event in the Maldives (funded by Afghan businessmen, according to Jarir) bringing together former Taleban, Hezb-e Islami members and Afghan government officials as well as members of parliament. The initiative appeared to be his own idea, rather than something related to Hezb. There are reports that Jarir is close to circles in the Iranian government and that the Maldives event, and that even his participation in Bonn, was facilitated with Iran’s support

3 out of 3: another EDA supported dual-use R&T project is awarded ESIF funding

A dual-use R&T project aimed at developing advanced lightweight impact resistant materials, proposed by a Portuguese consortium and supported by the European Defence Agency (EDA), has been awarded a € 830 000 funding under the European Structural and Investment Funds (ESIF). It is the first of 30 EDA supported projects to have fully completed the new ‘Request for Projects (RfP)’ procedure that EDA introduced in 2015 in order to maximise project chance to access ESIF. Under the previous procedure, two EDA supported research projects, one Portuguese and one Polish, were assessed by the competent ESIF Managing Authorities and both were successful already. This means that all three EDA supported dual-use R&T projects which have gone so far through the entire ESIF assessment process have been awarded funding – an exceptional 100% success rate!

The latest successful Portuguese project called “Advanced Lightweight Impact Resistant Materials, Components and Structures” (ALIR-MCS) aims at developing, within a 3-year timeframe, a new kind of composite material with high-impact resistance, for the production of components and structures. The objective is to make sure the new material can have both civilian applications (especially in the aeronautical sector) and defence applications, mainly in bulletproof equipment.

Of the total required investment (€ 1.21 million), ESIF will fund € 0.83 million (69%). Project leader is X AERO SYSTEMS, S.A., a Portuguese SME based in Vila Nova de Gaia, a municipality near Porto. The consortium is composed by a wide variety of stakeholders: INEGI- Institute of Science and Innovation in Mechanical and Industrial Engineering (a Research Centre), Critical Materials (another SME), the University of Aveiro as well as the Portuguese Ministry of Defence (Estado Maior Do Exército). Under EDA supported R&T projects, this is the first time that an MoD is directly funded by ESIF.

Since 2013, EDA has been providing technical assistance in order to improve the ESIF eligibility of dual-use R&T projects. The Portuguese ALIR-MCS project, which has now been granted funding, was first selected by EDA within the EDA’s ‘ESIF RfP’ process; it then received technical assistance to enhance and finalize its ESIF application, which proved to be successful.

EDA Chief Executive Jorge Domecq welcomed the third successful ESIF application in a row for EDA supported dual-use R&T projects. “It proves that with the right support and expertise of EDA, dual-use research projects, even proposed by small consortia led by SMEs, can access EU funding. It’s a great success that confirms there are funding opportunities for defence-related stakeholders available within the EU’s multiannual financial framework running till 2020, especially for SMEs with dual-use R&T projects”, Mr Domecq stated.

  • A MQ-8B Fire Scout was used to laser designate a moving target for an AGM-114N Hellfire missile fired from an MH-60S for the first time. Conducted on September 14, the test was part of a program to use the drone as a remote designater for the helicopter to shoot moving targets . The successful Hellfire shot marks a significant milestone in the integration between Navy-manned helicopters and unmanned assets.

  • The Canadian government is currently assessing data from defense manufacturers for this summer’s request for up-to-date information on options for the replacement of its CF-18 fighters. Specifics wanted by the government were on areas including fighter capabilities and potential economic benefits any sale would bring. In a bid to be selected, Boeing has been citing the work opportunities that would be available to Canadian firms across the country if the federal government were to purchase their F/A-18 Super Hornet, with other competitors coming in the form of France’s Dassault, Sweden’s Saab and the Eurofighter consortium. Data from Lockheed Martin is also being considered, even though Ottawa has vowed not to select its F-35.

  • Initial operational capability has been given by the USAF Air Combat Command for the QF-16 full-scale aerial target (FSAT). All 15 QF-16s located at the 82nd Aerial Target Squadron at Tyndall Air Force Base, Florida have been approved for target operations. Due to replace the legacy QF-4 aerial target, the QF-16 will introduce fourth-generation fighter capabilities in the aerial target mission, maintaining all inherent capabilities of the baseline F-16 Fighting Falcon, including supersonic flight and 9 G maneuverability.

  • Israel Aerospace Industries’ (IAI) Heron 1 could be produced in Brazil, if the platform is selected for a new requirement with the nation’s air force. Local firm Avionics Services have teamed with IAI to offer the UAV, having experience already servicing Heron’s operated by the Brazilian police force. A tender for the deal is expected to be released early next year.

Middle East &North Africa

  • 516 additional US troops will be sent to Iraq as Baghdad gears up for its offensive to take the city of Mosul, occupied by the Islamic State since June 2014. Iraqi Prime Minister Haider al-Abadi stated that the US is adding what he calls a “final increase” of American forces. US Secretary of Defense Ash Carter confirmed the upcoming deployment and reiterated that the troops would not act as front-line combat troops, instead advising Iraqi security forces and militias as well as Kurdish Peshmerga fighters.

Africa

  • The US Army has awarded Bell Helicopters a total of $86.9 million in foreign military sales contracts to supply Huey II helicopters. Kenya and Uganda will receive five helicopters each in deals worth $52.1 and $34.5 million respectively. Work for both projects will be performed in Ozark, Ala., with an estimated completion date of Dec. 29, 2017. Both governments operate a mishmash of Russian, Chinese, and US-made helicopters.

Europe

  • A proposal by MBDA to offer its Medium Extended Air Defense System (MEADS) to Germany will be “scrutinized” by the Defense Ministry prior to submission for parliament approval next Spring. The $ 4.5 billion missile defense system, developed in conjunction with US giant Lockheed Martin, won out against Raytheon’s Patriot system, but the companies have been tasked to meet tough performance milestones in order to retain the contract. Lockheed and MBDA had hoped to finish negotiations with Germany by the end of year, but those prospects dimmed after the companies missed their goal of submitting a proposal by the end of July.

  • The EU Commission has submitted a plan to invest some 90 million euro ($100 million) in a joint research project lasting between 2017-2019, in order to boost the bloc’s joint defense and security. The pilot scheme marks some what of a turning point for the EU, which has seen defense research spending drop by a third since 2006. When compared to the US, the EU Commission’s funding allocation into new defense technologies pales in comparison to the $18 billion set aside Washington. Meanwhile, the EU’s duplication of defense items outnumbers that of the US; they have 19 types of armored infantry fighting vehicle, compared with one in the US.

AsiaPacific

  • Bharat Electronics Limited (BEL), an Indian defense electronics giant, aims to develop into a leading missile systems integrator within the next five years. An investment of more than $120 million is being pumped into the development of a Defence Systems Integration Complex at Palasamudram in Andhra Pradesh in southern India which, when completed, will be that country’s largest missile systems integration facility where missile systems such as navigation, seeker, radar, fire control and guidance will be manufactured. BEL won’t delve into missile development however, instead focusing on the development of electronics for missiles as well as building technical expertise and infrastructure for the integration of missile systems.

QF-16s: Look Ma, No Hands!

QF-16s are former F-16 fighters that will be fitted with equipment for remote-controlled flight, and used as aerial targets and decoys for testing against air-air missiles, radars, surface-air missiles, etc. Could they be used for more than that?

The QF-16 is a follow-on to the QF-4 aerial target drone, which are converted by BAE Systems. The USAF is running out of F-4 family airframes to convert, and production is set to end in FY 2013. The QF-16s will be their replacements, but the conversion process must still be developed and tested. BAE Systems won’t be leading the QF-16 program, however; Boeing won that contract.

The initial contract involves 126 jets, but the overall program involves 210-220 QF-16 aircraft. Most will be taken from dry storage at the AMARG “boneyard,” at Davis Monthan AFB, AZ. Note that QF-16s aren’t fully autonomous, as they have pilots who sit on the ground and direct the planes via remote control. Tying the F-16’s systems into the new set of remote control systems was apparently quite an involved and challenging project.

May 20/14: Lot 2. Boeing in St. Louis, MO receives a $27.7 million contract modification for QF-16 Production Lot 2: 23 QF-16 conversions, with 4-year warranties for the onboard systems that turn them into remote control aircraft. This brings the contract’s total value so far to $158.7 million.

All funds are committed immediately, using FY 2013 procurement & 2014 R&D budgets. Work will be performed in St. Louis, MO, and will be complete by May 20/16 as the warranties expire. The USAF Life Cycle Management Center/EBYK (Aerial Targets) at Eglin AFB, FL manages the contract (FA8678-10-C-0100, PO 0058).

Lot 2

May 7/14: QF-16 UCAVs? With the USAF looking for just 210 QF-16s at most, and hundreds of F-16s in storage and headed for storage, Boeing is thinking bigger. Boeing’s QF-16 chief engineer Paul Cejas told IHS Jane’s that they’re thinking of using them as Unmanned Combat Air Vehicles, for close-air support and deep strikes against the most dangerous targets.

Step 1 is giving the QF-16s control options that don’t require line of sight, which is currently the case at Tyndall AFB, FL and White Sands Missile Range, NM. Step 2 would involve thinking through mission performance very carefully. Contested airspace is the main reason to use a QF-16 over an MQ-9 Reaper, but UAV pilots have very limited fields of view. That’s a problem for contested strike missions, let alone aerial dogfights. Now add the inevitable delays of latency to magnify the problem, unless the QF-16s are given another level of autonomy for evasion and flight. Range will be limited without aerial refueling, though parallel R&D programs may be about to solve that issue.

On balance, this may be one of those ideas that needs to wait for another iteration or 2 of technology before it really makes sense. Sources: IHS Jane’s 360, “Boeing touts operational QF-16 UAV'”.

September 2013: 1st unmanned flight. The first unmanned F-16 flight takes place at Tyndall AFB, FL. The jet reaches Mach 1.47 and 40,000 feet, performing barrel rolls and other maneuvers before returning with a safe landing.

Boeing has modified 6 QF-16s so far, and this initial test plane had last flown 15 years ago. Conversions will continue, while the next step for converted planes is live fire testing at Holloman AFB, NM. Sources: Boeing feature, “On target: QF-16 flies with an empty cockpit”.

Dec 11/12: More EMD. Boeing in St. Louis, MO receives a $17 million contract modification for Engineering, Manufacturing and Development Phase Option 1. Work will be performed in St. Louis, MO, and is expected to be complete by March 2014. The AFLCMC/EBYK at Eglin AFB, FL manages the contract (FA8678-10-C-0100, PO 0028).

Nov 19/12: Testing. The 1st QF-16 drone arrives for developmental testing at Tyndall AFB, FL. Boeing Global Services and Support will conduct testing on the QF-16, which will undergo approximately 6 months of testing to validate their capabilities and ensure compatibility with the Gulf Range Drone Control System. Next, the aircraft will deploy to Holloman AFB, NM, for 4 more months of integrated testing.

When all test milestones are complete, the aircraft will return permanently to the 53rd WEG, complete a transition period, and achieve initial operational capability at Tyndall AFB. The first production QF-16 is scheduled to be delivered in 2014. USAF | Boeing.

July 7/10: Sub-contractors. Herley Industries’ subsidiary Micro Systems, Inc. in Fort Walton Beach, FL announces a development and production contract from Boeing for a QF-16 command and control transponder and a ground systems module. This development contract has an initial award of $2.3 million, and a total potential value of $19 million.

April 22/10: F-16 arrives. The first retired F-16 Falcon arrives at Boeing’s Cecil Field facility near Jacksonville, FL to begin conversion into a QF-16 aerial drone. The team will receive 6 F-16s during the program’s development phase, which will be modified and serve as prototypes for engineering tests and evaluation prior to low-rate initial production. March 8/10: QF-16 EMD. Boeing in St. Louis, MO announces a $69.7 million contract to develop and provide QF-16 “optionally manned” full scale aerial targets. Phase I covers engineering, manufacturing and development. Under the terms of the remainder of the contract, expected to be awarded in coming years, up to 126 QF-16 drones will deliver beginning in 2014, and 2014 is also the expected year for full rate production. The USAF expects to buy 220 QF-16s over time.

QF-16 design and development will take place in St. Louis. MO. Ground and flight testing and production will be completed at the Boeing facility in Cecil Field, FL, near Jacksonville. The Boeing-led QF-16 team also includes BAE Systems in Johnson City, NY, who led the QF-4 program. October 2009: QF-4s. In a presentation to the NDIA, Deputy Director of the 691st Armament Systems Squadron Mike VandenBoom sketches out the remaining QF-4 program. As of October 2009, they had completed Lot 13 production and begun Lot 14 deliveries, with 256 QF-4s delivered to date. Production is now down to using RF-4C reconnaissance aircraft instead of F-4E fighters, which will provide another 3 years of full production capability until Lot 17, the final production lot.

QF-4 Lots 15-17 will comprise 36 aircraft, with deliveries lasting until July 2013, which is expected to provide enough inventory through FY 2015. Successor “QF-16” aircraft will need to pick up the job from there.

European MALE RPAS Definition Study contract awarded

In August 2016, the contract for a Definition Study of the European MALE RPAS (Medium Altitude Long Endurance Remotely Piloted Aircraft System) Programme was awarded by OCCAR to Airbus Defence and Space GmbH, Dassault Aviation and Leonardo S.p.a.. The contract kick-off meeting chaired by OCCAR and involving the three companies as well as the programme Participating States was held on 6 September 2016 at Airbus premises in Manching/Germany.

The Definition Study Contract award marks the initial phase to deliver this important European capability. The MALE RPAS Programme will further develop and strengthen the European industrial expertise and skills in this essential technological area. OCCAR awarded the contract in the name of the four programme Participating States France, Germany, Italy and Spain. The three companies Airbus Defence and Space GmbH, Dassault Aviation and Leonardo S.p.a. are working together as co-contractors to perform the Definition Study. OCCAR and the European Defence Agency (EDA) will cooperate in respect of air traffic insertion of MALE RPAS and the potential participation of other states in future phases of the programme.

“The EDA congratulates OCCAR, the four contributing Member States and the companies involved on this important step towards the development and delivery of a European MALE RPAS capability. This is a decisive step in the direction set by Heads of States and Government at the European Council in December 2013 to prepare the next generation of MALE RPAS in Europe. It is also a concrete example of the need to ensure the necessary European strategic autonomy as foreseen in the EU Global Strategy. The Agency will continue to support the programme building on the work already achieved”, said Jorge Domecq, EDA Chief Executive.

MALE RPAS will be a remotely piloted air system for Intelligence, Surveillance, Target Acquisition and Reconnaissance (ISTAR) missions. The first step of the programme is a two-year definition study to define the baseline specifications/design for the future MALE RPAS. The definition study includes both a System Requirement Review (SRR) and a Preliminary Design Review (PDR). Air traffic integration and certification of the MALE RPAS is a key objective of the programme. Preparation for the potential next steps (development and production) will be part of the activities to be performed during the second year of the definition study. The entry into service of MALE RPAS is aimed at the 2025 timeframe.

Prior to the contract award, the MALE RPAS Programme was formally integrated into OCCAR with the signature of the respective Programme Decision by the members of the OCCAR MALE RPAS Programme Board. The OCCAR MALE RPAS Programme Division will be located in Munich/Hallbergmoos.

Syrian Army Clashing with ISIS in Northeastern Homs

On September 28, the Syrian army and the National Defense Forces (NDF) launched an offensive on the ISIS terrorist group positions in the northeastern part of Homs province. The loyalists reportedly seized the Al-Sawwanah Hill and the surrounding areas. Clashes are ongoing near the Al-Sha`ar gas field.

Pro-government sources argue that this is a “big advance.” However, this is not likely. The Syrian government just does not have enough manpower for intense operations at 3 frontlines, simultaneously. Full-scale military operations have been already ongoing in the provinces of Aleppo and Hama.

Coping with NATO’s recent aggressive behavior has been unquestionably the most important issue on the Russian foreign policy agenda, an issue around which all other issues revolve. Considering that NATO is a military alliance, Russia’s responses have necessarily been military in nature so as to find a way out of the current crisis in a way consistent with Russia’s national interests.

From Moscow’s perspective, the relationship with NATO can take one of five forms, in reverse order of desirability:

  1. Hot, “shooting” war.
  2. Post-“color revolution” Russia as a raw materials colony of the West, deprived of its sovereignty, industry, and great power status.
  3. Another “cold war” accompanied by hybrid conflicts, covert warfare, proxy struggles, arms races, and military forward deployments.
  4. Armed neutrality, in which Russia and NATO delineate and respect their corresponding spheres of influence and have no further interaction, for better or worse.
  5. Partnership in resolving global problems.

Needless to say, at the moment the Russia-NATO relationship is close to the “cold war” stage as a result of the Kiev coup d’etat and “color revolutions” being promoted not just against Russia’s allies and neighbors but also against Russia itself. Since the idea of a Russia-NATO partnership seems inconceivable at the moment, and will remain so for as long as the Obama/Cameron/Merkel/Erdogan/Hollande crew is calling the shots in NATO (though that situation could radically change in the next several years, due to term limits, electoral challenges, and all-round unpopularity), the goal of Russia’s policy has been to ratchet the tension down to the level of “armed neutrality” while at the same time preparing for the worst–a “hot war”. Already the ancient Romans knew that “si vis pacem, para bellum”–if you wish peace, prepare for war. Which means that Russia’s military responses have centered at establishing a credible deterrence posture while at the same time signalling the readiness to ratchet down the level of military confrontation. It is not an easy task–one of the lessons of the late 1940s is that responses to crises at hand which are intended to be temporary can quickly become permanent and lock succeeding leaders and administrations into the confrontation which is then passed on, as it were, from generation to generation.

Russian actions also indicate that NATO is not viewed as a unitary actor, which indeed it is not. There is the US, there is also Germany and France, there is Poland and the Baltics, and of course there is Turkey. Each of those sets of countries represents a faction within NATO with its all interests and the ability to pursue them independently of the rest of NATO. It would be a mistake to believe that Warsaw, Ankara, Berlin, Paris, etc.,  all take their orders from Washington. Nevertheless, they do have a certain commonality of interests, for otherwise NATO would have long fallen apart. In regards to Russia, the structure of preferences looks something like this, again, in reverse order of preferability:

  1. Hot, “shooting” war.
  2. Another “cold war” accompanied by hybrid conflicts, covert warfare, proxy struggles, arms races, and military forward deployments.
  3. Partnership in resolving global problems.
  4. Armed neutrality, in which Russia and NATO delineate and respect their corresponding spheres of influence and have no further interaction, for better or worse.
  5. Post “color revolution” Russia as a raw materials colony of the West, deprived of its sovereignty, industry, and great power status.

The current predatory model of capitalism that the West is pursuing means the West’s priorities at the moment are quite incompatible with that of Russia. . Western regime change policies are driven by economic imperialism, pure and simple, though nicely disguised as “globalization”. It is simply colonialism through indirect, local rule, whose aim is to yield economic benefits to the Western powers at the expense of the “neo-colonies”. It means that, fortunately, Western powers are leery of another prolonged “cold war” because of the sheer expense that would be associated with it. Therefore if Russia is to persuade the West that “armed neutrality” is actually desirable, it has to show the ability to engage in a prolonged “cold war” and even a “shooting war” if need be, while at the same time demonstrating its resilience against “color revolutions”. It is admittedly debatable whether armed neutrality is preferable to partnership, from NATO’s perspective. It would appear the West is opposed to cooperation with Russia on matters like international terrorism simply because the West doesn’t view terrorism as the problem. If anything, Russia’s participation in resolving the problem would mean Western “spoils of war” would be greatly reduced. We have seen the West’s twisted priorities in action in Syria, after all.

Given the problem at hand, the various and disparate military measures undertaken by the Russian Federation in the last couple of years that have been chronicled in various issues of the Russia Defense Report should be viewed as pieces of a larger puzzle.

Thus the creation of the Russian Guard is intended to show the West that “color revolution” strategies are bound to fail when used against Russia. Re-establishing Ground Forces’ divisions and even Tank Armies, in addition to the Airborne Forces’ expansion, sends a message to the Baltic States and Poland plus any NATO countries contemplating establishing military presence in these countries  that there is no way NATO can attain conventional superiority over Russia in that part of the world. Potential deployments of Iskander and Kalibr missiles to Kaliningrad and Crimea sends a message to NATO countries further afield, including Germany, France, and Turkey, that they can’t count on staying above the fray–the long arm of Russia’s conventional deterrence can reach them too.  Finally, the US is being put on notice that any effort to undermine Russia’s nuclear deterrent will face a multifaceted response of targeting anti-ballistic missile sites and deploying new ICBMs and SLBMs that can overcome and/or bypass US missile defenses.

Is this approach, now at least two years in the offing, working? It is too early to say, though the upcoming Warsaw NATO summit will no doubt shed some light on NATO preferences. For now, the apparent unwillingness to commit to permanent troop basing in Eastern Europe and favoring troop rotations instead (which will no doubt prove very onerous for the thinly stretched, demoralized, and underfunded NATO land forces that have not recovered from the Afghanistan and Iraq debacles) suggests that the “armed neutrality” is at least being considered in NATO high councils. On the other hand, should the West’s apparently terminal economic crisis take a turn to the worse, there is no telling what NATO might do in desperation. For that reason, one should not expect anything better than Russia-NATO “armed neutrality” for many years to come, until the West adopts a more sustainable economic model that is not dependent on constant aggression.
