The continent may be separated from its neighbors by large expanses of ocean, but it also resides within a potential arc of instability, and has a number of important offshore resource sites to protect. Full awareness of what is going on around them, and the ability to push that awareness well offshore, are critical security requirements. “Project Wedgetail” had 3 finalists, and the winner was a new variant of Boeing’s 737-700, fitted with an MESA (multirole electronically scanned array) radar from Northrop Grumman. That radar exchanges the traditional AWACS rotating dome for the E-7A’s “top hat” stationary antenna. That design, and the project as a whole, have run into severe turbulence, creating problems for Boeing earnings, the ADF, and other export orders for the type. Americas The US Navy Blue Angels successfully tested a Mobile Aircraft Arresting System (MAAS) for the first time at Camp Grayling Army Airfield on June 26th. This test and certification served as a crucial element in their participation in the subsequent National Cherry Festival Air Show held in Traverse City on June 29-30th. The MAAS deployment was a first for the Blue Angels at the National Cherry Festival Air Show. This system, typically used at military airfields, is a vital safety feature providing an emergency landing option for high-performance aircraft like the Blue Angels’ F/A-18 Hornets. The MAAS employs arresting cables and barriers to rapidly decelerate aircraft in case of an in-flight issue or missed landing. Regular testing and certification, such as the one conducted at Camp Grayling, ensures the MAAS is prepared for such scenarios. Americas The US Navy is evaluating the operability of the Expeditionary Medical Unit (EMU) aboard the USNS Cody (EPF 14) Spearhead-class fast transport vessel. The trial supports the service’s objective to improve medical care capabilities for combat and humanitarian missions from sea to shore. Being held at the Joint Expeditionary Base Little Creek-Fort Story, the evaluation focuses on the EMU’s Role 2 (R2) level healthcare function, which covers patient decontamination, biomedical repair, sterile supply, information technology, and command and control tasks. China said Wednesday it had suspended negotiations with the United States on nuclear non-proliferation and arms control in response to Washington’s weapons sales to Taiwan. The US and China in November held rare talks on nuclear arms control, part of a bid to ease mistrust ahead of a summit between leader Joe Biden and Xi Jinping. Dassault Rafale (click for cutaway view) Will Dassault’s fighter become a fashionably late fighter platform that builds on its parent company’s past successes – or just “the late Rafale”? It all began as a 1985 break-away from the multinational consortium that went on to create EADS’ Eurofighter. The French needed a lighter aircraft that was suitable for carrier use, and were reportedly unwilling to cede design authority over the project. As is so often true of French defense procurement policy, the choice came down to paying additional costs for full independence and exact needs, or losing key industrial capabilities by partnering or buying abroad. France has generally opted for expensive but independent defense choices, and the Rafale was no exception. Those costs, and associated delays triggered by the end of the Cold War and reduced funding, proved to be very costly indeed. Americas Capella Space won a $14 million firm-fixed-price contract to provide Synthetic Aperture RADAR satellite system capabilities and integrate them into Air Force Research Laboratory’s Global Unification Environment. Work will be performed at Kirkland Air Force Base, New Mexico, and is expected to be completed by December 1, 2026. The Air Force Research Lab, Kirkland AFB, New Mexico, is the contracting activity. The US Army, in conjunction with NATO allies, has successfully conducted a High Mobility Artillery Rocket System (HIMARS) Rapid Infiltration (HIRAIN) operation utilizing an Airbus A400M transport aircraft for the first time. This groundbreaking achievement marks a significant advancement in the rapid deployment of HIMARS using cargo aircraft. Previously, HIRAIN operations were primarily conducted using C-17 or C-130 transport aircraft. The successful integration of HIMARS with the A400M expands the range of available airlift platforms and offers increased flexibility for future deployments. AIM-120C from F-22A (click for test missile zoom) Raytheon’s AIM-120 Advanced, Medium-Range Air to Air Missile (AMRAAM) has become the world market leader for medium range air-to-air missiles, and is also beginning to make inroads within land-based defense systems. It was designed with the lessons of Vietnam in mind, and of local air combat exercises like ACEVAL and Red Flag. This DID FOCUS article covers successive generations of AMRAAM missiles, international contracts and key events from 2006 onward, and even some of its emerging competitors. One of the key lessons learned from Vietnam was that a fighter would be likely to encounter multiple enemies, and would need to launch and guide several missiles at once in order to ensure its survival. This had not been possible with the AIM-7 Sparrow, a “semi-active radar homing” missile that required a constant radar lock on one target. Americas GE Aerospace has demonstrated a dual-mode Ramjet (DMRJ) engine that could enable the development of more efficient long-range hypersonic aircraft and missiles. A threefold airflow increase was demonstrated by the engine compared to previous hypersonic demonstrators, according to the company. Americas Austal USA has conducted a ground-breaking ceremony for the construction of a final assembly station in Alabama. The project supports the ongoing expansion of the company’s existing waterfront center in Mobile, which will also receive design improvements and a new ship lift system. Austal wrote that the upcoming station will include three bays for managing large steel components used to develop US Navy and Coast Guard vessels such as the Offshore Patrol Cutters and TAGOS-25 ocean surveillance systems. The US Army has turned to industry partners for a new, lightweight radar to be fitted on its high-altitude surveillance balloons. A request for information (RFI) was recently issued for the desired airborne sensor that should address the service’s deep sensing requirements. 0 Reaper, ready… (click to view full) The MQ-9 Reaper UAV, once called “Predator B,” is somewhat similar to the famous Predator. Until you look at the tail. Or its size. Or its weapons. It’s called “Reaper” for a reason: while it packs the same surveillance gear, it’s much more of a hunter-killer design. Some have called it the first fielded Unmanned Combat Air Vehicle (UCAV). The Reaper UCAV will play a significant role in the future USAF, even though its capability set makes the MQ-9 considerably more expensive than MQ-1 Predators. Given these high-end capabilities and expenses, one may not have expected the MQ-9 to enjoy better export success than its famous cousin. Nevertheless, that’s what appears to be happening. Americas Sierra Nevada Co. won a $400 million contract for the Airborne Mission Networking System. The contract provides for Airborne Mission Networking system kits for the MC-130 aircraft, as well as engineering services, contractor logistics support, program management, field service representative support, and over and above. The locations of performance are Centennial, Colorado; Colorado Springs, Colorado; Englewood, Colorado; Hagerstown, Maryland; Robins Air Force Base, Georgia; Eglin AFB, Florida, and Hurlburt Field, Florida. US Army HH-60Ms (click to view full) In July 2012, the US military signed another huge contract with Sikorsky. With production of the Army’s HH/UH-60M, and the Navy’s MH-60S and MH-60R helicopters, all in full swing, there’s no question about the need for future orders. In that environment, multi-year contracts allow efficiencies in purchasing, and security of staffing, throughout Sikorsky’s supply chain. These new helicopter types are also available to Foreign Military Sales class customers, under the American contract’s advantageous pricing and terms. The UH-60M, MH-60S and MH-60R models have already inked export deals, and official requests indicate that more deals are in the pipeline. The new multi-year 2013-2017 contract could be worth up to $11.7 billion, and follows a 5-year, multi-service “MYP-VII” contract in December 2007. Italian Eurofighters (click to view full) The multi-national Eurofighter Typhoon has been described as the aerodynamic apotheosis of lessons learned from the twin engine “teen series” fighters that began with the F-14 and F-15, continued with the emergence of the F/A-18 Hornet, and extended through to the most recent F/A-18 Super Hornet variants. Aerodynamically, it’s a half generation ahead of all of these examples, and planned evolutions will place the Eurofighter near or beyond parity in electronic systems and weapons. The 1998 production agreement among its 4 member countries involved 620 aircraft, built with progressively improved capabilities over 3 contract “tranches”. By the end of Tranche 2, however, welfare state programs and debt burdens had made it difficult to afford the 236 fighters remaining in the 4-nation Eurofighter agreement. A 2009 compromise was found in the EUR 9 billion “Tranche 3A” buy, and the program has renewed its efforts to secure serious export sales. Americas Boeing won a $210 million ceiling-priced delivery order under previously awarded basic ordering agreement (N00383-22-G-YY01) for procurement of nine various configurations of flight control surface spares used on the F/A-18E/F and E/A-18G aircrafts. The delivery order does not include an option period. Work will be performed in Hazelwood, Missouri (85%); and St. Louis, Missouri (15%), and work is expected to be completed by July 2032 with no options. Breakthrough… (click to view full) The US Navy flies the F/A-18 E/F Super Hornet fighters, and has begun operating the EA-18G Growler electronic warfare & strike aircraft. Many of these buys have been managed out of common multi-year procurement (MYP) contracts, which aim to reduce overall costs by offering longer-term production commitments, so contractors can negotiate better deals with their suppliers. The MYP-II contract ran from 2005-2009, and was not renewed because the Pentagon intended to focus on the F-35 fighter program. When it became clear that the F-35 program was going to be late, and had serious program and budgetary issues, pressure built to abandon year-by-year contracting, and negotiate another multi-year deal for the current Super Hornet family. That deal is now final. This entry covers the program as a whole, with a focus on 2010-2015 Super Hornet family purchases.
