Plenary sessions : The European Commission managed its 2014 EU budget funds according to the rules, so Parliament granted it a “discharge” approval for that year, in a resolution voted on Thursday. Parliament’s own management of EU funds in 2014 was also approved. However, Parliament postponed approving spending by three joint private sector-EU partnerships in technology field, the Council of Ministers and the European Council.

Séance plénière : Les enfants payent le prix fort lorsque les États membres ne réussissent pas à coopérer et protéger leurs intérêts dans des procédures légales comme les conflits transfrontaliers pour la garde parentale et les adoptions, ont dit les députés dans une résolution non contraignante votée jeudi. Ils veulent des chambres spécialisées au sein des tribunaux de grande instance ou des organes de médiation transfrontaliers pour assurer le traitement rapide des cas transfrontaliers relatifs aux enfants.

Plenáris ülés : Ha a tagállamok nem működnek együtt a több országot érintő elhelyezési és örökbefogadási ügyekben, annak a gyermekek fizetik meg az árát - mutat rá az Európai Parlament csütörtökön elfogadott nem kötelező érvényű állásfoglalása. Plenáris ülés : A Parlament csütörtökön fogadta el azokat a jogszabályokat, amelyek a vasúttársaságok és gyártók számára csökkentik az eltérő nemzeti eljárások és előírások miatt létező technikai akadályokat. Az EP és a Tanács tárgyalódelegációi által a "negyedik vasúti csomag" műszaki pillére kapcsán kötött megállapodás gyorsabb és olcsóbb lehetőséget nyújt annak megállapítására, hogy a vasúttársaságok, mozdonyok és vasúti kocsik megfelelnek-e a biztonsági és technikai előírásoknak.

On 28 April 2016, the Permanent Representatives Committee (Coreper) agreed, on behalf of the Council, its negotiating stance on a proposed regulation establishing a structural reform programme to help member states implement reforms.

The programme would be established for the period from 1 January 2017 to 31 December 2020, with a financial envelope of €142.8 million. 

Coreper asked the Netherlands presidency to start negotiations with the European Parliament.

Objectives 

The aim of the programme is to contribute to institutional, administrative and structural reforms in the member states with a view to enhancing competitiveness, productivity, growth, jobs, cohesion, and investment, in particular in the context of economic governance processes, including through assistance for the efficient and effective use of EU funds. The programme would finance actions and activities of European added value. 

Financing 

Member states would have to submit a request for financial support by 31 October of each calendar year. The financial resources available under the programme would be redirected from other technical assistance programmes under the common provision regulation for structural funds and the Rural Development Fund.   

Monitoring and implementation 

The Commission would carry out the programme, which would build on best practices with technical assistance to Cyprus and Greece. The Commission would also monitor the implementation of actions financed by the programme.

Abhilfe soll ein am Donnerstag vom Parlament angenommenes Gesetz schaffen. Die neuen Vorschriften („technische Säule” des vierten Eisenbahnpakets) werden Zeit- und Kostenersparnisse bei der Bescheinigung von technischen und sicherheitsrelevanten Normen für Betreiber, Wagen und Lokomotiven bringen.

Séance plénière : Les taux d'intérêt de référence qui ont une "importance critique" pour la stabilité des marchés financiers en Europe, comme le LIBOR et l'EURIBOR, devraient devenir plus fiables grâce à la nouvelle législation adoptée par le Parlement dans son ensemble ce jeudi. La loi vise à assainir le processus de calcul des indices de référence, à renforcer la transparence et à éviter les conflits d'intérêt comme ceux qui ont mené aux scandales de manipulation du LIBOR ces dernières années.

Plenartagung : Die Umsetzung des EU-Türkei-Migrationsabkommens, dessen rechtliche Aspekte und demokratische Kontrolle waren die zentralen Themen einer Plenardebatte am Donnerstagmorgen. An der Aussprache nahmen der Vizepräsident der EU-Kommission Frans Timmermans und der niederländische Minister für Migration Klaas Dijkhoff teil. Die Abgeordneten machten klar, dass die Kriterien für eine Visaliberalisierung nicht bloß als Verhandlungsmasse betrachtet werden dürfen.

The rules agreed by Parliament and Council negotiators on the “technical pillar” of the 4th railway package will cut time and cost of certifying that operators, locomotives and carriages meet safety and technical standards.

Séance plénière : Le Parlement a adopté jeudi des règles réduisant les obstacles techniques auxquels sont confrontés les opérateurs ferroviaires et les fabricants de matériel roulant en raison des diverses normes et procédures nationales. Ces règles, conclues par les négociateurs du Parlement et du Conseil sur le "pilier technique" du 4e paquet ferroviaire, réduiront les délais et coûts de certification qui prouvent que les opérateurs, les locomotives et les wagons répondent aux normes de sécurité et techniques.
